from 163 St. Mall) (in front of Brandsmart) EVERYTHING IN STOCK ONLY TtwXssociated Press PITTSBURGH Ted Simmons nrjade an easy decision Wednesday when he agreed to become the Pittsburgh Pirates' general manager, a job for which he had lob-bled. 1' Now comes deciding whether the Pirates try to sign stars like Barry Bonds, Doug Drabek and John Smiley to multiyear contracts. "It's difficult to speculate what will have to be done here," Simmons said. "People get hysterical afld, think the place will blow up.

That's not going to happen here." 1 Simmons replaced Larry Qoughty, who was fired Jan. 6 after gOiding the Pirates to consecutive NIL East titles. Simmons, 42, the Cardinals' director of player development and eight-time All-Star catcher, rejoins Pirates president Mark Sauer. The two worked together in St. Louis, where Sauer was an executive vice president for the Cardinals from October 1989 until early 1991.

The Pirates have arbitration hearings scheduled this month with Dj-abek and Smiley. Drabek is seeking $4.9 million, and Smiley wants $4.1 million. Bonds signed a one-year contract last week for $4.7 niillion. Padres' Santiago awarded $3.3 million SAN DIEGO Benito Santiago became the highest-paid catcher in baseball when an arbitrator awarded him a $3.3 million salary rather than San Diego's offer of $2.5 million. Santiago, who can become a free agent after the 1992 season, made $1.65 million in 1991, when he hit .267 with 17 homers and 87 is the most rewarding arbitration victory I've ever had because the evidence was so difficult tj explain," Santiago's agent Scott Boras said.

I Joe Mcllvaine, the Padres' gen-efal manager, said: "Last year, Benito went and was a loser; he went this year and was a winner. Our1 feeling is very simply like in gmes, you win some and you lose some. "I hope his winning will spur him on to even greater heights this year." The decision gives Santagio the second-high salary ever in arbitration, trailing only Doug Drabek's $3.35 million victory last year. The salary tops the previous high for a catcher, $2,833,333, that Mickey "WW CASH AND CARRY MUST BRING THIS AD EXP. 2 1292 Tettleton will average during his three-year contract with Detroit.

Boras and the Padres presented their evidence Tuesday during a 6y2-hour hearing in Los Angeles. Santiago's request for $2.5 million last year was turned down in arbitration. In 1990, an arbitrator gave Santiago $1.25 million rather than San Diego's offer of $750,000. Signings Outfielder Tommy Gregg, who batted just .187 for the Atlanta Braves last season, agreed at a $347,500, one-year contract, an $82,500 raise. Outfielder Greg Briley and the Seattle Mariners settled at $570,000, a raise of $305,000.

Outfielder Junior Felix, who missed 90 games last season because of injuries, settled with the California Angels at $590,000, a raise of $280,000. Notes Nintendo Co. President Hiroshi Yamauchi sold 600,000 shares of the company's common stock for approximately $47.6 million to raise money to buy the Seattle Mariners, a Nintendo spokeswoman said Wednesday. Yamauchi and a group of investors said Jan. 23 they would bid to buy the Mariners for $100 million.

Yamauchi would invest $75 million of the $125 million the group intends to raise to purchase and operate the team The St. Louis Cardinals named Mike Jorgensen as director of player development to replace Ted Simmons, who resigned to become general manager of the Pittsburgh Pirates. Jorgensen, 43, who played for the Cardinals in 1984 and 1985, has served as coordinator of the Cardinals' hitting instruction at the minor league level since 1989 Daniel McCarthy, who is trying to gain approval as the New York Yankees managing general partner, canceled his scheduled meeting today with Commissioner Fay Vincent. McCarthy met with Vincent several weeks ago, and the commissioner said he had more questions to ask the Cleveland tax lawyer. McCarthy's chances of approval are viewed as slim because he sued Vincent in 1990 in an attempt to keep Yankees owner George Steinbrenner in power.

Among the major leaguers to have played at Erie are Todd Zeile and Tom Pagnozzi of the St. Louis Cardinals.

Another recognizable name is Pete Rose Jr. The Sailors' home games are played at Ainsworth Field, which was built in the 1940s. There are no locker rooms, so players dress at a junior high school behind the center field fence. Weisman said he doesn't expect the Marlins' Class A team to have the same early problems as the parent club. "We've been in the playoffs the last two years without an affiliation, so we should do even better with one." By CRAIG DOLCH Palm Beach Post Staff Writer Florida Marlins will take their first swing at success June 15 when the club's short-season Class A team, the Erie (Pa.) Sailors, travels to Jamestown (N.Y) to open the New York-Penn League season.

The Sailors learned they would have the distinction of playing the Marlins' first organizational game when the league released its schedule this week. The game will be at it p.m. at College Stadium in Jamestown, N.Y. Marlins Notebook The Sailors return to Erie the following night to play Jamestown in front of an expected sellout crowd of 3,500. ''There's a lot of talk going on around town," said Skip Weisman, Erie's general manager.

"There's something special about being in on the ground floor of an expansion franchise." The Marlins' Rookie League team in Kissimmee, won't begin Gulf Coast League play until June 18. The parent Marlins begin National League East play in April 1993. There is an irony in the Sailors starting the Marlins' history against the Jamestown Expos, because most of the executives who helped put together the Jamestown club now work for the Marlins. This list includes General Manager Dave Dombrowski, Director of Scouting Gary Hughes and Director of Latin American Operations Angel Vazquez. "It's kind of funny we play them right away, because I know a lot of those guys," Jamestown General Manager Tom O'Reilly said.

"For a while, this club was owned by the Expos." Having signed only two players, the Marlins probably will stock the Erie roster with free agents and players taken in the June amateur draft. Erie does have a manager, Fredi Gonzalez, and a pitching coach, Marty DeMerritt. Some background on Erie: The Sailors made the playoffs as a wild-card team with a 37-41 record. They were eliminated by Jamestown, the league champions. The Sailors have been affiliated with three clubs St.

Louis (198J-87), Baltimore (1988-89) and Marlins President Carl Barger was upset about a report that said the club planned to sell a limited number of $20.50 box seats, which would rank as the highest premium ticket price in the NL. "Are we talking about some premium seating? Sure. But have we created a price? Absolutely not," Barger said. The report also said the Marlins would sell other box seats at $16.50 and $12.50, which is equal to, or higher than, the top prices charged in 1992 by nine major league clubs. Barger again took exception.

"We're not going to create it only where the elite can go to the games," Barger said. "We know we have an obligation to make it available to everyone in South Florida." The Marlins are expected to announce their season-ticket plans next month. The Marlins have narrowed their spring training sites to Naples, Melbourne, Lake Wales (50 miles east of Tampa) and Lake County, just south of Leesburg. "We expect to have a decision within weeks, not months," said Richard Anderson, the Marlins' vice president of business operations. 600 N.
