Inlet Shoaling Caused Tanker To Hit Sandbar Schools Need Volunteers, Carroll Says By NANCY POWELL Poll Statl Writer LANTANA Palm Beach County Supt. Joseph Carroll yesterday called for volunteers to help teachers in 84 county schools. "Volunteers can be used in grading papers and helping children learn to read," Carroll told the Chamber of Commerce here. "We are not doing the job satisfactorily at this time," he added. "There are many reasons.

Some children cannot screen out peripheral noise, others have emotional problems, some have dyslexia. But most can learn with the right kind of approach." Carroll outlined a three-pronged program aimed at getting public feedback on schools, improving teaching methods and resolving integration problems. He said a questionnaire prepared by parents soon will be mailed to all parents in the county "as a report card to find out what the parents think about the system." A similar questionnaire prepared by students also has been submitted to high school seniors. Carroll said each school also will be asked to prepare individual budgets, listing their needs and objectives. "At the end of the year we will sit down with them and go over these things." Carroll said.

Briefly commenting on the "building problems, the superintendent said he hopes "to present to the people in the fall" the results of a survey now underway IV ,1, -T Si' to determine tne neeas tor tne nexi mi cr ea. No one can predict what Port Bill Passage Uncertain By NORV ROC.GKN Post SUM Writer RIVIERA BEACH Excessive shoaling in the Palm Beach Inlet caused an oil tanker to run aground this weekend, Port of Palm Beach commissioners revealed yesterday. The 537-loot vessel, the Goa, owned by Esso Corporation, stuck on a sandbar just outside the inlet Saturday and freed itself a short time later. "We're quite concerned about it, said Port Manager Sonnv Jaudon. who said he had discussed the situation with the S.

Army Corps of Engineers, which is responsible lor keeping the inlet channel clear. "The probelm was a pilot error caused by unusual currents." Jaudon said. "The pilot had to stay on the south end ol the channel because of an unusual amount of shoaling. Jaudon said northeastern storms and currents make it difficult to keep track of the shoaling creating sandbars in the last sounding indicated the shallowest point in the channel was 34 feet," he said. The Corps of Engineers periodically dredges the channel to maintain a depth in excess of 34 feet, which will accommodate all of the ships using the Port of Palm Beach.

The (ioa. at 12.000 tons, is one of the largest vessels regularly entering the port Jaudon said he hopes the corps will send a team of engineers to the port to look into the situation. Last year a study by Corps of Engineers indicated maintenance dredging was not necessary. Commissioners also Supported a study to determine the feasibility ol deepening the Intranatal Waterway channel to 12 feel from Fort Pierce to Miami. Present depth is 1U feet, which restricts Department of Air and Water Pollution gave a six-month extension to cement companies using the Port of Palm Beach to eliminate excessive dust during unloading oxT.itions JFeatherly Resigns As Town Manager TIMO UMl.U pt IK't urnttr in HIIK.E Town Manager Robert We.ilherly.

On educational goals. Carroll said teachers cannot react effectively to the large range of backgrounds in today's complex society. As a result "children in the lower and higher ends especially are likely to be lost." "Most school i clinics are now manned by volunteers." he said, "and many are volunteer parents and we are pushing for the program." On the issue of integration.

Carroll said schools are "about 25 per cent integrated, but nothing else is in the community. -We have to stop pushing this problem on to another generation." he asserted "Lot' quit fighhng and make it work Look it straight in the eye and see if we can't get a safe, productive educalwnal system tn the county Carroll said the lark of community acceptance ol integration and busing has hjd a "tremendous Impact on teachers Thev (ace a broader KIVIF.HA BKACH Stale Hep Tom Lewis Palm Beach i yesterday ap peared to be caught in the middle ol a leud over the Port ol Palm Beach proposed new charter Lewis a appointed chairman ol a subcommittee Palm Beach ounly I-cgi-la-live Ih legjtion Chairman Kav Moudry Palm Beach i handle the port reiiucM Lewi told purl commit. loner, he w.i. going to hold hearing, on the bi'1 in Ihe nexi lew week.
