And a death warrant against Raymond Robert Clark, one of two men who had been scheduled to die Wednesday, was stayed Friday by the 11th U.S. Circuit Court of Appeals in Atlanta pending a decision on his appeal to the U.S. Supreme Court.

Gov. Bob Martinez has signed 64 death warrants since taking office, assistant general counsel Andrea Hillyer said. Four of those executions, including Bundy's, have been carried out. With the exception of warrants for Clark and Ian Lightbourn, the other 58 have expired. Lightbourn's execution still is scheduled for Wednesday.

Clark, 47, was convicted of the April 27, 1977, killing of David Drake in Pinellas County. Drake was supposed to meet his family that day. When he didn't show up, they contacted police. Drake's car was found two weeks later. The family received phone calls asking for $10,000 in exchange for Drake.

The calls were traced to Clark and a partner, Ty Johnson. Johnson admitted the killing to police and told them it was Clark who shot Drake. Lightbourn is accused of killing Nancy O'Farrell on Jan. 1, 1981, in Marion County. Lightbourn, 29, was a former employee of the family.

Finding O'Farrell home alone, he sexually assaulted her and then shot her in the head. He was arrested one week later. Police found the murder weapon and the dead woman's jewelry with Lightbourn. He confessed to two inmates of the Marion County Jail, according to Department of Corrections records. A state death warrant is valid for seven days after the execution date, Hillyer said.

Bundy was executed on the second signed warrant for the murder of 12-year-old Kim-berly Leach. The 292 men on Death Row are all held at Florida State Prison near Starke. The four women are in the Broward Correctional Institution. Hillyer estimated that 40 of the inmates have been on Death Row for 10 years or more. yv- Do you have a Mercedes in your safe-deposit box? this week criticize Bob Martinez on crime and law enforcement issues. He has used the resources available to him whether you're talking about drug fighting or prisons or the duty he must carry out with regard to the death penalty. He is not subject to criticism on that," Stipanovich said. Even the people whose job it is to defend Death Row inmates reluctantly acknowledge the political popularity of the death sentence. "The death penalty is so politicized there is incredible pressure to move the case through the system," said Larry Helm Spalding, the state's capital collateral representative.

"It would have had to be an incredible act of courage to issue a stay. People would have wanted to burn down the courthouse." speeches, Martinez was able to portray his rival as soft on crime. One ad specifically accused Pajcic of supporting legislation "to weaken the death penalty for killers like Ted Bundy." Among the state Democrats considered potential challengers of Martinez in 1990 U.S. Rep. Bill Nelson of Melbourne, state Sen.

George Stuart of Orlando, Attorney General Bob Butterworth and former U.S. Rep. Buddy MacKay of Ocala none is likely to publicly oppose the death penalty in what will be a hard-fought campaign. Stance not vulnerable Stipanovich concedes that in his two years in office Martinez has established a strong record that leaves him invulnerable on crime. "I think it would be difficult to Issue has political pitfalls However, the issue must be carefully crafted into a campaign, or the candidate risks appearing crass.

"Even though the governor believed in what he did and carried out his duty, it would be inappropriate to comment about the political effects of something so serious as a man's execution," said John "Mac" Stipanovich, a Tallahassee lobbyist and the governor's chief political adviser. The death penalty became a key issue when Martinez beat Democrat Steve Pajcic in the 1986 governor's race. Pajcic, a former state representative from Jacksonville, had a long record of opposing the death penalty. He's a product of our nation, and certainly we don't want to take I pride there's a killer amongst us. I He's no longer with us, and he won't be killing anyone else." Bundy, 42, died Tuesday in the electric chair for the 1978 kidnapping and murder of 12-year-old Kimberly Leach of Lake City. He also received death sentences for the bludgeonings of two Florida State University sorority sisters. Investigators believe he may be responsible for slaying as many as ji 00 young women.
