A tall afro-coiffed woman, Miss Warner won the contest promoted by black Philadelphia entrepeneur J. Morris Anderson last August in New Yorks's Madison Square Garden. She said contest promoters reneged on promises to give Miss Black America a $600 scholarship. $5,000 worth of personal appearances and trips to Haiti and New York's Catskill Mountains.

"The scholarship which was promised to me turned out to be a 'misprint' in the program," Miss Warner said. "The thousands of dollars in cash money, reported to the news media as having been won by the 1971-72 Miss Black America, were also nonexistent." After being stranded in Cleveland last winter without a return trip ticket home, Miss Warner said she refused to continue making appearances as Miss Black America. She said she had a lawyer draw up a contract specifying travel and expense arrangements and sent it to the pageant officials "but they completely ignored it. I guess that was the last string. Miss Warner said the contest officials allowed her name and picture to be used in a cosmetics ad in a black magazine without obtaining her permission.

"I was paid $33.51 for the total ads that appeared in such large black publications for about four months." she said. Miss Black America, a statuesque Florida coed, charged yesterday that promoters of the black beauty contest exploited her and denied her thousands of dollars worth of promised prizes. "I think they have been playing on the sympathies of black people." said 21-year-old Joyce Warner in Tallahassee. "The pageant is being used to exploit black girls. The hearing yesterday was before Judge Mario L. Clinco. Marvin Mitchelson, representing the guardian of the children, said Rooney is seeking custody of three girls, Kelly, 12, Kerry, 11. The VFW presented Hope the medal Monday night in Minneapolis, "in recognition of his significant contribution to the cause of American unity and strength." Hope told 2,500 persons attending the VFW national con- vention he has been entertaining U.S. troops since 1941 and "feels great knowing these guys are guardians of our nation's heritage." VFW national Commander Joseph L. Viciles also presented Hope a check for $1,000 from the organization to give to the charity of his choice.

Charles Casady, equipment manager for the group, pleaded innocent to charges of disorderly conduct and abusing police. They were arrested Monday night after a rock-throwing disturbance among members of the audience inside and outside the bowl. A total of 26 young people were arrested. In New York, a press agent said Bill Thompson, the group's manager who is on tour with them, stated he planned to sue the city of Akron and the police. Mrs.

Slick. 32, was freed in $500 bail and the two men in $200 bail each. Municipal Court Judge John McFadden set no trial date. The group was scheduled to appear in Detroit last night. The police and the group's press agent gave varying versions of what happened.

Police said the trouble began when youths seated on a hill outside the bowl threw rocks at police, hurting five officers and damaging seven police cars. The police said that after the concert, Casady, 32, was on the stage and urged the audience over a loudspeaker to attack the "pigs." When about eight officers pulled him from the stage, about 15 or 20 youths tried to prevent them from taking him to a basement room, which was being used to hold those arrested for throwing rocks, according to the police version. Patrolman Robert Gott Jr. claimed that in the room Mrs. Slick pulled at his whistle chain, clawed at his face and took a wild swing at him, and that Kantner, 31, "grabbed" at him and Patrolman Stanley 01-daker.

According to the group's press agent. Casady tried to break up a fight between police and members of the audience and was arrested, handcuffed and taken to a room where Mrs. Slick, Kantner and Thompson were waiting. "When Mrs. Slick asked what had happened with Casady, a policeman grabbed her in a headlock and punched her in the face, breaking her glasses and blackening her eye.
