(AP Photo) ACLU says State Department also searched Perot passport records WASHINGTON (AP) State Department officials who searched Bill Clinton's passport records carried out a similar hunt of Ross Perot's files three weeks before the election, the American Civil Liberties Union says. The disclosure adds weight to allegations that the State Department was used to try to ferret out politically sensitive material that might aid President Bush's re-election campaign.

Kate Martin, director of the ACLU's Center for National Security Studies, said Monday night that the search of Perot's passport records was revealed in a National Archives memo obtained under the Freedom of Information Act. According to the internal memo, three State Department officials visited the records depository in suburban Suitland, on Oct. 13 and pulled the independent presidential candidate's records, Ms. Martin said. The officials removed one passport application and two letters from a Perot company that were in the files, the memo stated.

It said the State Department also retrieved passport applications by Perot in the early 1980s and had not returned them to his file. The memo did not explain the company letters or the precise nature of the applications, The Washington Post, which first reported the search of Perot's records in today's editions, quoted the Texas industrialist as denouncing the State Department action as "a gross abuse of federal power." Ms. Martin said. Report: Inflation well under control WASHINGTON (AP) Wholesale prices edged up a tiny 0.1 percent in October as big increases in the cost of gasoline, vegetables and fruit were offset by the largest drop in new car prices in two years, the government reported today. The Labor Department said last month's gain in its Producer Price Index, which measures inflationary pressures before they reach the consumer, was the best performance since a similar 0.1 percent rise in August. Wholesale prices had climbed a slightly faster 0.3 percent in September. So far this year, wholesale prices have been advancing at an annual rate of 1.9 percent as the weak economy has kept inflationary pressures well in check. While President-elect Clinton has called an economic summit meeting of lop economists, business and labor leaders to try to figure out ways to rejuvenate the long-stalled economy, analysts said today's report showed that inflationary pressures remained well under control.

Many economists believe that the absence of cost pressures will give the Federal Reserve room to cut interest rates further, with some suggesting that the next easing move could come in early December. In October, overall food costs rose a slight 0.1 percent, the best showing since an outright decline of 0.2 percent in July. However, the small overall gain masked big movements in individual categories. Vegetable prices surged 27 percent, pushed upward by huge increases in the price of snapbeans, up 166.5 percent; Irish potatoes, up 121.1 percent; cucumbers, up 119.5 percent, and sweet corn, up 111.8 percent. Fruit prices were up sharply as well, climbing 8.9 percent, reflecting higher costs for prunes, up 85.2 percent; grapes, up 29.1 percent, and avocados, up 22.4 percent However, fish prices plunged 10.5 percent during the month, the biggest one-month decline on record, besting the old mark of 10.4 percent set in October 1954.

Other declines in the food category included fresh eggs, down 9 percent; dairy products, down 1.1 percent, and coffee prices, down 1.5 percent. Energy prices were up 1.4 percent in October, the biggest monthly increase since a 2.5 percent rise in June. Gasoline costs jumped 3.3 percent, their second big monthly gain. Electricity costs were up 1.2 percent and natural gas prices climbed 2 percent, both the biggest increases since January 1991. The so-called underlying rate of inflation, price changes absent the volatile food and energy categories, showed an actual drop of 6.1 percent in October, the third time in the past five months that this core rate of inflation has declined.

Contributing to this good showing was a decline of 2.3 percent in new car prices, the biggest drop in this category since a decrease of 2.8 percent in October 1990. While car prices rose last month, reflecting the introduction of new models, the government said the price increase was less than normal al this lime of year and thus showed up as a decline after adjusting for seasonal variations.
