This meeting was well attended last evening, and the commencement made of what we hope will prove an efficient and practical organization, which will concentrate the discursive efforts of the past season. The committee appointed to report a plan of organization by which the resources of Rock county in men and means shall be made effective in the present crisis of onr conn- try," consists of Messrs. H.

N. Comstock, Hamilton Richardson, H. C. Tilton, S. C.

Spaulding and Edward McKey. We learn that the committee held a meeting this morning and appointed Messrs. Richardson and Tilton to wait upon the Governor and procure such information, and make, if possible, such arrangements as will aid the object of the meeting. Another good feature of the meeting was the appointment of a committee, consisting of B. Treat, W.

M. Tallman, S. J. M. Putnam, S.

C. Burnham and C. G. Williams, to aid Mr. Eager in the formation of a company of sappers and miners, by providing for the board of the men betore leaving for duty.

The meeting adjourned to meet again at the call of the committee on a plan of or- ganisation. LIECT. RLGER'S will be seen by a notice from Lieut. that the time for which he will receive enlistments expires next Saturday; consequently those who desire to go with him must report themselves as soon as that time. The inducements for mechanics and laborers to engage in this service arc such that a large See company will probably be organized, the notice of Lieut.

R. SEKATOB DOTJGLAS' LAST We publish this letter on our first page today. It is as timely and appropriate as wnen it was and its patriotic sentiments should be faithfully cherished. JANESVILLE FIEE a few days this company will depart for Camp Randall, and be mustered into one of the regiments now being formed by the state. It is composed of excellent material, both men and officers.

They have not yet enlisted quite all the men they need to make up the maximum number. This opportunity should not be suffered to pass, by those who wish to volunteer. We venture to say that no one can find in any company in the" state better who will be more kind and considerate towards their men, while at the same time they are brave and capable. We hope there will be hesitation in filling np the company. The pay is liberal; better perhaps than can be expected in these times of uncertain employment, in any business.

The remuner- dtion is constant, whether the soldier is sick or well. Clothing is furnished, and medical attendance without cost. At the end of the war there will a bounty of $100 paid to each soldier. Taking all these things into consideration, the wages for single man will be equal to twenty dollars, and to a man of family, twenty- five dollars per month. The remuneration is liberal, while the inducements of a patriotic nature were never, in any war of which history gives any account, to be compared with those which now call onr people to arras.

It is to be hoped that those who have concluded to join the Fire Zouaves of this city will all come forward without delay and signify their intentions. No one, we think, should hesitate on account of the possibility of the formation of other companies or regiments. AH these contingencies are uncertain, while the chance is now open to unite a good company. Volunteers cannot do better by delaying the matter, but should join at once. It com- ReiolmUonit of Water Witch Engine Company No. At a meeting of the above company, held at their hail, Tuesday evening, Aug. 27th, i the following preamble and resolutions were unanimously adopted and ordered to be WHEREAS Several of the members of Water Witch Engine Co. No. 2 have nobly responded to the call of their country and enlisted to fight her battles; and WHEREAS, We the members of said company not only feel a deep interest iu the cause they have also in the individual welfare of those, who have so recently been connected with us, by the closest ties of friendship.

And, WHEREAS Some of those who have thus severed their connection with us, have in the past, held offices of honor and trust, iu our the duties of which they have always well and faithfully discharged. Therefore, Resolved, That in the resignation of our late Foreman, C. P. KJKO, who has so long been one of our members, and who during his connection with us, has held various positions in our company from that of hose boy to foreman, filling each and all of them with honor to himself and credit to onr lose the society of an excellent fireman and kind-hearted and whole souled friend, and one whom we confidently believe, will in the battle-field, as 1st Lieut, of the Fire Zouaves of this city, do credit to himself, to his country, and the company of which he has so long been an honored member. SARGENT, as Orderly Sergeant of "the Fire Zouaves, we recognize one which was eminently fit to have been made, and tbat while as secretary of our company he made a most accomplished officer, so we believe that as orderly sergeant of the Fire Zouaves, he will exhibit the same industry and energy, in the discharge of his official duties, and upon the held of danger, will act as only becomes the brave man, and patriotic soldier. Resolved, That while we sincerely regret being compelled to part with our friends and companions, all of whom have endear ed themselves to us by years of the closest intimacy and companionship, we are yet reconciled to their loss by the knowledge, that duty and patriotism have called them to the defence of the constitution and the we have the most implicit faith in their courage and in the earnestness ot Sappers and Attention! II. KICHAEDS, Ass't Foreman. ADAM SKF.LLY, Secretary pro lem. A BETTER PROSPECT. Since a military board of examination has been established to examine the qualifications of all commissioned officers, 225 volunteer officers have resigned.

Probably many of these officers feared the result of an examination, in exposing their want of qualifications. There is good reason to believe that those who are retained, or will be accepted hereafter, will be qualified for their responsible duties. THE DIFFERENCE. Every man at the North is free to choose whether he will go into this war or stay at home. Every man at the south is compelled to go into the ranks whether he will or no.

No man at the North lives under any apprehension as to the safety of his home, his person his property there. No man at the south is exempt from a constant fear, that, sooner or later, the war will come, with all its horrors, to his very door. The Northern soldier, if he succeeds maintains a great government; if he fails is a patriot dying at his post of duty. The southern he succeeds, consigns a nation to anarchy: if he fails is a disgraced traitor. The one carries the flag in hand, the other a halter about his neck.

In a word the south fights with desperation, and because it is desperate, puts forth all its strength at the start. Hence, its victories must be won then if at all. We give the following extract from a letter from a distinguished naval officer now in the blockading squadron, to his wife, as an example which animates both services. The present conditon of our once happy country is enough to make the angels weep.
