The child is left with two black eyes, court records show. NOV. 17, 1989: Delray Beach police respond to an anonymous complaint that a child is being abused at Small's apartment. Small is taken to police headquarters, where she says Brandon fell on the floor. She later confesses to hitting the child in the face and is charged with aggravated child abuse.

NOVEMBER-DECEMBER 1989: Brandon Small is placed in a foster home. His brother Jason, 3, and sister Charise, 5, are placed in the care of Shirley Williams, believed to be their grandmother. FEB. 14, 1990: Small takes Jason and Charise to the Delray Beach office of the state Department of Health and Rehabilitative Services. A supervisor notices bums on their arms and legs and calls Delray Beach police.

FEB. 15, 1990: Jason and Charise Small tell police their mother burned them with an iron. They are placed in foster care. JULY 17, 1990: Small is arrested and charged with two more counts of aggravated child abuse. SEPT.

12, 1990: Small pleads guilty to aggravated child abuse charges. She is sentenced to a year under house arrest, one year in the Palm Beach County Jail and four years probation. "It's not uncommon for people who have many babies very young to abuse them," said Robert Williams, administrator for HRS District 9, which consists of Palm Beach, Martin, St. Lucie, Okeechobee and Indian River counties.

"When people are under stress, child abuse festers. It's that sense of frustration that leads to abuse." Stress came early for Small. By age 10, she was taking care of a brother and sister while her mother worked. Small's father didn't live with the family. Small Carver Middle Patricia Small dropped out of School in the eighth grade.

She was pregnant with her first child at 15. She would have three more babies in as many years. Officials not surprised Given her age, police and HRS officials weren't surprised she had problems being a parent. "This young lady was thrown into a situation where by the time she was 16, she had done more with children than most adults," said Delray Beach police Sgt. Matthew "Bump" Mitchell, who investigated the first abuse case involving Small.

The pressure of having so many children, no husband and no steady job finally got to Small, family and friends say. "It takes a real strong person to handle a lot of kids," said Shirley Williams, the mother of Small's boyfriend. "I think Pat needed attention. She kept saying she was depressed." Depression and frustration were explanations Small offered Delray Beach police on Nov. 17.

Police, responding to anonymous complaint, went to Small's apartment at 228 S.W. 15th Ave. They found Brandon Small, 1, with two black eyes and a swollen face. Initially, Small said the boy fell. She later confessed to hitting him in the face and was charged with HRS." HRS officials say police were not as adamant as they claim.

The police said only that the neighborhood was undesirable because drugs were known to be sold there, HRS officials said. Small wasn't arrested until July because police said they couldn't find her. But correspondence from HRS and the children's court-appointed lawyer indicate that she was living at Shirley Williams' home, 816 S.W. 15th Ave. It's clear that Small fell through the cracks, said Paul Scala, her public defender.

"I don't know where the breakdown took place," Scala said. "I do know she was willing to get help." Small could not be reached for comment. Sadly, the child welfare system is primarily designed to react to child abuse rather than helping parents before abuse occurs. Williams, the local HRS administrator, is willing to accept part of the responsibility for not providing the support Small needed. "Did we fail her in family planning?" he asked.

"Did we fail her in developing parenting skills? We've got to do a better job of preparing people to be better parents. "It's not just HRS. It's society, schools, churches, families all should come forth with some plan of action to begin to address this problem." The children told police their mother burned them with an iron, court records show. Police filed two more charges of aggravated child abuse against Small. The decision to keep the children in Williams' home has caused some controversy. Police claim it was known that Small frequented Williams' home and would have access to her children. "Two of our detectives had reservations about the children being placed there," said Mike Wright, Delray Beach's police spokesman.
