Students score just barely above the national average on standardized tests, which gives administrators and teachers bragging rights. To me, the national average is a disgrace, and scoring 0.1 percentage points above that is nothing to be proud of. Several years ago, you printed a poem by Charles Osgood about a ''pretty good student" in a "pretty good school." Please print it again. I hope our school board, teachers and administration see it and take heed.

After I began skating again, 1 developed a painful lump on the back of my heel. I've had to stop skating. Have you a clue as to what might be going on? G.H. Dear Reader: I'd say you have a "pump bump." It's a painful lump on the back of the heel that comes from repeated trauma to the heel. If the skates' heel area is too wide, the heel slips up and down as you glide over the ice.

Repetitive trauma to the heel generates a painful lump, the "pump bump." It a condition not limited to skaters. Runners get it also. The solution is relatively simple: Take the skates back to the store, and have them refitted so they conform to the contours of your heels. Dear Dr. Donohue: How long, on average, does a hernia operation keep you from exercising? I'm scheduled for one, and I want to estimate the length of time I'll be out of commission.

Dear Dr. Donohue: I have high blood pressure. Should I or should I not exercise? W.H.T. Dear Reader: A man after my own heart straight to the point, without a mass of confusing details. Let me answer in kind: Yes, you should exercise.

But read on. For years solid evidence has shown that exercise decreases the risk of developing high blood pressure. No one would argue that point. In close to half of those with mild high blood pressure, exercise can lower pressure to the point where medicines need not be prescribed. If your blood pressure is lower than and if the hypertension has not injured kidneys, eyes or heart, no restrictions are placed on the kind of exercise you care to do.

Don't throw away your blood pressure medicine, but do exercise. A daily brisk walk or jog of two to three miles is the kind of exercise that can lower pressure. Biking for 30 minutes every day is equally effective. As time passes, you might be able to control your blood pressure with exercise alone. Let me repeat: Don't take that step on your own.

Your doctor needs to concur with discontinuing medicine. If your blood pressure is or higher, then you need to be more circumspect about exercise. Avoid straining exercises. Banned activities include gymnastics, karate, rock climbing, water-skiing, downhill skiing, rowing and weightlifting. When blood pressure comes der control, the ban oh ties could be lifted.

Dear Dr. Donohue: Please send me information on endorphins, the body-made substances helpful in calming mental stress. P.M. Dear Reader: Exercise floods the brain with endorphins, brain chemicals that relieve tension, increase mental sharpness, elevate mood and lessen pain. They act much like morphine does.

Aerobic exercise is the best exercise for generating endorphins. The criteria for aerobic exercise call for moving large muscles continuously for 20 to 30 minutes. Jogging, swimming and jumping rope.are examples. The large leg muscles are constantly contracting, qualifying the exercise as "aerobic" demanding oxygen for fuel. You should slowly work up to the goal of 20 to 30 minutes of constant exercise.

Dear Reader: There is something that may help, especially on smaller chairs: a piece of aluminum foil the size of the seat. I really don't know why most cats stay off the foil, possibly the sound or feel of it. It may not look pretty, but it does the trick, according to one of my secretaries, who had the same problem. Also, put a scratching post near the chair as a substitute. If you don't have a scratching post, you may want to get one.

I buy the largest nylon-mesh zippered bags I can find and label them with names. Each person gets enough bags so their underwear will fit very loosely in them.

They bag their own underwear, it goes together in one washload, then to the dryer and then to the owner. I do no sorting and we don't lose socks.
