Drunks Driving Less? INDIANAPOLIS (UPI) The rate of fatal accidents involving drunk drivers has dropped more than 7 percent since Indiana's 1983 drunken driving law took effect. State Police Thursday credited public awareness of the new law, news media efforts to fully publicize the law and increased law enforcement efforts with the decline in alcohol-related incidents. In 1982, the last full year under the old law, 27 percent of all fatal accidents involved a drinking driver. During the first seven months the new law has been in effect, the rate has averaged 19.6 percent. "We would like to think that the new law, coupled with the obvious special emphasis from the law enforcement community and judiciary side and media, have made the public extremely aware that the state of Indiana looks down on the person who drinks and drives," said State Police Lt.

Ken Hollingsworth. "I'm convinced (the law) has been effective," State Police Superintendent John Shettle agreed. "The law itself has served as a motivator to law enforcement. It's a stronger law and it provides for mandatory suspensions." The law has been in effect only nine months so there are no full-year statistics available. But the 1983 statistics indicate a sharp decline in total alcohol-related accidents during the four months in which the law was in effect.

The trend has continued this year. Total fatal accidents for 1984 also are considerably down from law year. As of Thursday, 307 had people died on Indiana highways, compared to 390 a year ago. Statistics from the just-ended Memorial Day weekend show the same trend. Six people died on Indiana highways during the holiday, five less than predicted by traffic safety experts.

Three of the accidents involved drinking. Drunken driving arrest statistics also seem to correlate to the new law. Right after it took effect, arrests soared dramatically. Then the rate began to level off. State Police interpret the statistic as a sign fewer people are having one for the road. "That means that the new law must be working," said Police Specialist James Graves.

"Not as many people are being arrested by our department. And I think enforcement efforts are probably up." Arrests and accidents aren't the only things that have gone down since the stiffer law took effect. So has drinking. Delphi Chooses New Police Chief DELPHI A former Rochester and Fulton County police officer has been named Delphi police chief by Mayor Carolyn Wagner.

The hiring of Dick Roe, 39, Rochester, was approved by the city's Board of Works this week. Roe spent more than three years as a patrolman on the Rochester force and more than five years as a deputy with the Fulton County sheriff. He is a 1972 graduate of the State Police Academy. He and his wife, Janice, are the parents of three children, David, 20, Lisa, 17, and Shelly, 14. The hiring ends a seven-month period in which Wagner served as acting police chief.

Former Police Chief Dennis Webb was demoted to patrolman following a controvery involving the purchase of new police uniforms last October. Wagner began searching for a new chief when Webb and officer Robin Camp left the department. Camp resigned April 26, and Webb resigned May 2. Wagner says six applicants for the other vacancy on the force are being interviewed. W.
