LOUIS Three weeks from today, the Atlanta Braves almost certainly will use the No. 1 pick of the amateur draft to take Todd Van Poppel, marking the seventh time in the last nine years the Braves have used their first pick on a pitcher. Van Poppel, a Texas high school player who has been scrutinized by area scout Red Murff, scouting director Paul Snyder and General Manager Bobby Cox, would be the fourth pitcher taken on the first round in the five years of Cox's regime.

Joe Strauss INSIDE BASEBALL Van Poppel, a 6-foot-5, 185-pound right-hander who attends Arlington Martin High School, already has signed a baseball scholarship at the University of Texas. The Braves recognize it will take more than the $265,000 bonus given to last year's first-round pick, Tyler Houston, to sign a pitcher that Murff compares favorably to a young Nolan Ryan. According to reports filed on Van Poppel, he is projected to move through the minor leagues even more rapidly than 1988 top choice Steve Avery "because of his body structure and because he has more velocity." Though not as polished with his breaking pitches as Avery was at the same stage, Van Poppel already throws in the 91- to 92-mph range with an effortless motion. "It looks like he's playing catch with his little sister," Murff said. The Braves also have heavily scouted California prep outfielder Tony Clark, who insists he will attend the University of Arizona to play basketball even if he signs.

University of Iowa infielder Tim Kosto also has attracted interest from the Braves. He would become the first collegiate position player drafted with the club's first pick since third baseman Bob Horner was taken out of Arizona State in 1978. The Giants' bullpen is 0-7 with five saves, four blown save opportunities and a 5.95 ERA 56 earned runs in 84 innings. The Giants were third in the National League with 47 saves last season. Mets pitcher Ron Darling is furious over a possible move to the bullpen.

Darling says if manager Dave Johnson prefers Bob Ojeda to him in the rotation, he wants out. With three starters on the disabled list, the Giants seem a natural outlet.
