John Knight Waters, a highly decorated veteran of World War II, died of heart failure Monday at the Walter Reed Army Medical Center in Washington.

He was 82. Gen. Waters, a 1931 graduate of the U.S. Military Academy at West Point, was a son-in-law of Gen. George Patton Jr.

In 1943, as a lieutenant colonel commanding a tank unit in combat in Tunisia, he was captured and taken prisoner by the Germans. In the closing days of the war in Europe, Gen. Waters, still a prisoner of war, was one of several hundred Americans at a prison camp near Ham-melburg, Germany. As the Allies advanced, he was sent out with other officers to negotiate with an oncoming American tank unit. German soldiers shot and severely wounded him.

The American force was routed, but a week later another American unit captured the camp. The liberators were part of the Third Army commanded by Patton, who said he did not know his son-in-law was in the camp. Gen. Waters spent a year recuperating from his wounds. After returning to active duty, Gen.

Waters served as military aide to Secretary of War Robert Patterson. He also commanded various armored division units in the United States and Korea, was chief of the Military Assistance Staff in Yugoslavia and was commanding general of the Continental Army Command, responsible for ground defenses across the nation. In 1951 he was commandant of cadets at West Point. He retired from the Army, a full general, in 1966 as commander of the U.S. Army of the Pacific.

He was awarded the Distinguished Service Cross, the Distinguished Service Medal, the Silver Star, with clusters; the Bronze Star, the Purple Heart, with clusters; the Knight Commander Order of the British Empire and the Croix de Guerre, with palm. She was born Nov. 13, 1883, in Tallahassee, and spent most of her life in Florida. She was a Red Cross volunteer for 50 years. Her husband died eight years ago.

Palmer moved to Boca Raton 17 years ago from Cape Cod. He was a member of The Congregational Church of Boca Raton, The Golden Harbor Yacht Club, The Men's Republican Club of Boca Raton and the Boston Advertising Club. Mr. Palmer retired from the Fair-child Publishing Co. in 1971 as the New England Director of Sales.

He is survied by his wife Mary F. Palmer of Boca Raton; one son Wallace Rice Palmer, Jr. of two stepsons. Curt Anderson of Dover, Mass, and Dexter Anderson of Norwalk, Conn. one brother, Donald F.

Palmer of Princeton, N.J.; two sisters Frances B. LUlie of Boca Raton and Dorothy Partridge of Sonoma, Calif, and two grandchildren. MARY SEMMENS Age 78, passed away Tuesday January 10 In Baton Rouge, Louisiana. She was a member of the First Congregational Church of Lake Worth, a native of Cornwall, England, and resident of West Palm Beach Preceded in death by her husband, James Thomas Semmens; she is survived by son, Raymond T. Semmens, of Baton Rouge, La, and grandson, James Bennett Semmens, EvansvUle, Indiana.
