MERLE HAY atOwpelHill Missouri to visit family," Special Agent Jeff Rine-hart testified at the federal equivalent of a bond hearing for Siebert. "He said that they both expected to use these debit cards they had in their possession at various ATMs, and they were to get a 25 percent cut off each of these transactions," Rine-hart said. Video from the Ameri-star Casino in Council Bluffs reportedly shows Siebert withdrawing $900 from a prepaid MasterCard in the name of Jacob Cross. A similar transaction involving a card in the name of Laurie Perkins, a woman who had been dead for 20 years, apparently was rejected.

Siebert's public defender in September filed papers seeking to have the charges dismissed because of an improper search of Siebert's vehicle. Court papers say Sgt. Kevin Kill-pack of the Iowa Department of Transportation repeatedly and improperly delayed Siebert's traffic stop as he stalled for the arrival of Francesco, a Pottawattamie County Sheriff's Department drug dog. Documents say Francesco eventually arrived and alerted to the driver's side tailgate area, where no drugs were ever found. Authorities eventually seized both the bank cards and the underlying bank accounts, which totaled more than $29,161 in February (when Secret Service agents were only halfway through the seizure process).

Forfeiture proceedings have been delayed, pending the criminal case. But federal authorities still have legal battles in progress to take formal ownership of the money, Siebert's Excursion and a trailer that contained Siebert's custom-built, $40,000 motorcycle, as well as 16 boxes of clothes. Documents say Siebert earlier had left Las Vegas under threat of eviction from his apartment. Secret Service authorities in Nevada, apparently investigating the larger tax-return ring, found the apartment empty when they served a search warrant on it five days before Siebert's Iowa arrest. According to Rinehart, "the only thing they were the clothes in the dryer." Iowa officials have refused to answer questions about Siebert over the past few weeks.

Documents say he now is scheduled to plead guilty in an Iowa federal courtroom on Oct. 14. i WILLIAM C. SMITH, JR. Des Moines "Bill-Smith died on September 27, 2011 at the age of 78.

The thefts have resulted in more than $50 billion in losses to businesses and financial institutions; consumer victims have reported $5 billion in out-of-pocket expenses related to identity thefts.

U.S. officials say tax scams similar to the one in which Siebert was involved have exploded in recent years. Thieves have become bolder and more sophisticated in their efforts to maximize the value of stolen personal information, officials say. The thefts typically involve fake tax returns filed early in the year and refunds mailed to an address controlled by the thief. The bogus taxpayers typically are deceased, so the fraud may go undetected for months until estates file the correct information.

Internal Revenue Service Commissioner Douglas Shulman, testifying before a Congressional subcommittee in June, estimated that the IRS since 2009 "has protected $929.3 million in refunds from fraudulent returns being erroneously sent to identify thieves." Shulman stressed that "by the time we detect and stop a perpetrator from using someone else's personal information for his own benefit, the taxpayer-victim's personal data had already been compromised outside the tax-filing process. Thus, the IRS was not the cause of the identity theft." Paperwork filed in federal court in Council Bluffs says Siebert was driving a 2000 Ford Excursion north out of that city on Feb. 1 when he was stopped on Interstate Highway 29 for an improper license plate. Authorities ultimately found a digital scale, two glass pipes and a brief case containing three baggies with a combined 12 grams of methamphetamine. More unusual, investigators also discovered $4,511 in cash, 209 prepaid debit cards in various names, Turbo Tax records in the names of more than 100 deceased people and internet research focused on a trip to the Caribbean.

Siebert, who was moved in June to the Polk County Jail, eventually told a U.S. Secret Service agent that he and a friend had been following a winding route through Colorado, Kansas, Texas, Oklahoma and Missouri as part of a long trip to hook up with a former girlfriend of Siebert's in North Dakota.
