Senate Commerce Committee Chairman Johnson declared today that former Representative Casey's tanker deal must be aired and that his committee "will get the answers if no one else does." Johnson made public some data he received from Commerce Secretary Sawyer, who has jurisdiction over the Maritime Board, but it raised more questions than it answered.

In a news conference it was indicated that: 1-The vessels reportedly wound up in the hands of a tax-free charitable organization for the education of Chinese students. That report came from Halford Davis, commitee counsel. He said the Maritime Board is sending an day to check on. it. 2-It was eight tankers, not five, that Casey's company bought in the deal by which he and his associates netted a profit, subject only to capital gains taxes, of 800,000 on a $100,000 investment.

Only five had been mentioned in Fulbright committee testimony. 3. "So far as the files indicate." neither Merl Young, Joseph Francis or N. prominent figures in the Reconstruction Finance Corp. "influence" inquiry under Sen.

Fulbright were "individually connected" with the deal. Casey earlier had testified that Lawyer Joseph Rosenbaum was a stockholder. 4 However, Robert Dudley, former partner in the Rosenbaum law firm and brother-inlaw of Casey, figured in the purchase of the vessels by Casey's company, the American Overseas Tanker Corp, 5 Famed Adm. William F. Halsey owned five per cent of the company: the late former Secretary of State Stettinius and Juljus C.

Holmes, counselor at the United States embassy in London, ten per cent each; E. Stanley Klein, New York financier. 15 per cent. and Casey, 20 per cent. Other men, reportedly in the maritime business, held smaller shares.

6-Twenty per cent of the stock was in the form of debentures, and Sawyer did not reveal who owned that interest. 7-Johnson said he "understood," that the Metropolitan Life Insurance Co. loaned $10 000.000 to the company, which had $100,00 in canital. 8 The Rosenbaum partner, Dudley. was counsel also for six other companies which bought a total of 22 of the war surplus tankers 1 in 1947 and 1948.

Earlier testimony had indicated that Casey's. company had the vessels put under Panamanian registry by a wholly-owned, subsidiary, which was not subject to United States taxes. They were then chartered to Standard Oil Co. Standard Oil, according to Fulbright committee testimony, made the bulk of its payments directly to the insurance company, bypassing the parent corporation and thereby also bypassing corporation taxes. When the ships were sold Casey and his associates paid only capital gains taxes of 25 per cent or less on their profits, according to earlier testimony.

Johnson said that there is "apparently a discrepancy" in Casey's earlier testimony about treasury ruling about the procedure.
