By MIKE CIDONI Itn Gannett News Service Movie buffs and stars have rightfully criticized Ted Turner for adding color to legendary black-and-white movies. But you have to hand it to WTBS owner Turner who owns rights to the pre-1 986 MGM movies, including "Gone With the Wind;" the pre-1949 Warner Bros, library, including "Casablanca;" and the 700-title RKO collection, including "Gunga Din." Why the kudos to Turner? His company, Turner Entertainment is responsible for practically all of MGMUA's recently released classics on video. Among those are the entire Bette Davis Signature Collection, featuring most of the films from the star's '30s and '40s heyday, in black-and-white; Doris Day and James Cag-ney in the musical, "Love Me or Leave Me," with a stereo soundtrack; and Pioneer's flawlessly re-pressed laser videodisc of "Easter Parade," with a digitally restored soundtrack, starring Judy Garland and Fred Astaire.

Turner's color madness now at its peak with "Casablanca," which is scheduled to air in color on WTBS in November is tragic. But give him a tip of the hat for keeping some of the classics intact, uncut and in black-and-white, on video; for restoring their original soundtracks' splendor, and for keeping the old film releases coming to video. Only MCA, with its giant Universal library, and CBS-Fox seem to surpass Turner when it comes to churning out lots of lovingly transferred oldies to video. All three giants deserve applause, especially now, when so many other video companies seem to be letting movie history rot in their vaults.
