(AP) A shortage of trial and appellate judges poses a "serious dilemma" for the federal courts not likely to be resolved soon because of budget pressures, Chief Justice William Rehn- quist said Thursday.

Rehnquist noted that 48 federal judgeships remain vacant and that a judicial advisory panel he chairs has recommended creation of 56 new tri al judgeships and 13 appellate judgeships. "The federal judiciary now faces a serious dilemma," he said. "Considering both the vacancies and the dem onstrated need for more judgeships, the federal judiciary is shorthanded 117 judges.

Kurt Antomus, the Honda spokes man, said his firm will store the 18,000 three-wheel models currently in dealer inventories in hopes of returning them to the market with government approval in several months. Evidence at the trial indicated the FBI had been aware of the plot almost from the beginning. Lopez, now at the U.S. Penitentiary at Marion, was convicted on five of eight counts of conspiracy.

Grailing Brown, a murderer and fellow inmate, was convicted of one count of conspiracy; Dora Garcia, Lopez's former sister-in-law, convicted of three of six counts, and Jaime Del-gado, a counselor at Northeastern University, convicted of three counts. Sentencing was set for Feb. 26. Lopez faces up to 25 years in prison, Garcia and Delgado 15 years each and Brown five. FALN is a Spanish acronym for Armed Forces for National Liberation.
