The leading contenders for the new franchises are thought to be Denver and a Florida city. Tampa-St. Petersburg, Orlando and Miami are vying for a Florida team. St.

Petersburg is rated the favorite because it already has built a stadium, the Florida Suncoast Dome. Orange County has officially entered the major league baseball sweepstakes by budgeting $40,000 to study the costs and benefits of attracting a National League team to Orlando. In doing so, county commissioners have kicked off discussions on two tough issues: where to put a stadium and who will pay for it. The Associated Press ATLANTA Derek Lilliquist hit the first two home runs of his career and pitched a three-hitter for seven innings as the Atlanta Braves beat the New York Mets 5-2 Tuesday night. The two-homer performance by Lilliquist was the first by a major league pitcher since Jim Gott did it for the San Francisco Giants on May 12, 1985.

Hetzel (1-1), who was 2-3 in 12 appearances as a rookie last year, won in his third start since being recalled from the minors April 18. He gave up one run on four hits, walked none and struck out six. Randy Johnson (2-2) allowed six hits, including two RBI singles by Burks, in five-plus innings. The NL expansion committee met on Monday to go over plans for adding two teams.

All NL owners met Tuesday in New York, and the league said the committee updated the full ownership on expansion progress. "The report on June 14th will include the timetable and general guidelines," a league statement said. "Sites, of course, will not be announced in the June 14th report as that is the final stage of the expansion process." The NL is expected to add two teams beginning in either the 1993 or 1994 seasons. LUCIE The St. Lucie Mets rallied in the bottom of the eighth inning, scoring two runs to beat the Vero Beach Dodgers 3-2 Tuesday night at the St.

Lucie County Sports Complex. Alan Zinter's triple scored James Morrisette from first to tie the score at 2, and three pitches later Jimy Kelly hit a sacrifice fly that brought Zinter home. St. Lucie manager Tim Black-well, who was coaching at third base, made sure that Zinter knew he was to go home. "Blackie kept telling me, 'You've got to score, you've got to score'," said Zinter.

"Their third baseman (Mike Wismer) was trying to block my view, so I had to guess at when the ball was going to hit. As soon as I thought it was good, I ran like mad." Blackwell wasn't trying to put pressure on Zinter, he was just trying to be clear in his communication. "I didn't want to get him confused with 'go, go' and 'no, no'," he said. "I use 'score' or 'stay here' instead." Blackwell had planned to give Zinter the day off, but brought him in as a pinch-hitter in the eighth. "Whether he got a hit or not, I had to pinch hit him," Blackwell said.
