"They think we are a cable channel," said KatelL KCBR, which hoped to be on the air Jan. 17, has set a tentative on-air date of Jan. 29.

Cmftniidyywn Paoe Three advantage is the fact that during prime time, affiliate stations have a limited amount of local advertising spots to sell and all of those are on the half-hour. Aa independent station, however, can offer advertisers spots inside a specific program. At affiliate stations, these "iiuide programming" spots are reserved for national advertising sold by the networks.

"What affiliate statioos get in prime time is an advertising spot on the half-boor for local ads. They never get a spot inside a show unless they are originating the program," says LogU. "Since we are originating all of our programming, we are offering our advertisers the kind of commercial positions that network sponsors are getting inside programming. I've talked to agencies in town and everyone is warming to the idea." Because KCBR is the new kid on the block, its advertising rate card is scaled lower than its competition. For example, Logli says, a prime-time spot on KCBR will cost about $175 for a 30-second commercial, compared to about (250-1300 on the affiliate stations.

Between 10 and 10:30 p.m., an ad on KCCTs newscast might cost 1400, according to Logli. A similar spot on KCBRs "Twilight Zone" would cost 85. "The last Federal Communications Commission figures 1980 show that there is $20 million in advertising sold annually in the Des Moines market," says Logli. "We are shooting for between 10 and 13 percent of the market, and I think that is a conservative projection." Nolan Quam, president and general manager of KCCI, echoed the thoughts of other central Iowa TV executives when he said, "We are watching KCBR closely. The major overriding factor is the ecomony.

It's a difficult time for anyone in this business. "When it comes down to it, people will see KCBR, and if there is a show that they Tike, they will tune to it" Logli says he believes KCBR will be "in the black" by the end of its first year of operation. General Manager Katell fees a break-even point in about 1 8 months. One thing is for sure. There is a confident air among the owners and staff at KCBR as it moves closer to becoming the first Des Moines TV station to go on the air in 27 years.

"It is written in the stars that this market will be successful with an independent station," says Katell. "There is no way we can fail." Orr of WQAD said the station tried to pull off live coverage last year, but became involved in the project too late to properly produce statewide coverage. Orr said he is leaving for New York City on Monday to seek sponsors and feels "very confident" Iowans will be seeing the Miss Iowa Pageant live for the first time this year.

An ad hoc network is being assembled to carry the broadcast KCCI will show the pageant in Des Moines and KCRG and KGAN in Cedar Rapids both have shown interest Orr said other interested parties include stations in Sioux City, Mason City-Austin (Minn.) and Ottumwa. 7 Governor Terry Branstads transition to power TONIGHT AT 730 Iowa Public Television I jDrsMomes lox-i fioAV on City There still is no decision on who will be the new general manager at WOI AM-FM-TV in Ames.
