By JONATHAN ROOS UMliltr Staff Writer A state agency has recommended the teaching certificate of Paul Hawkins, a former Anamosa junior high school instructor convicted of a sex offense involving two elementary school-age boys, be suspended indefinitely.

The Iowa Professional Teaching Practices Commission also proposed that Hawkins be required to meet a set of conditions before he could try to regain his teaching certificate. They include furnishing assurances from psychiatrists or other experts that he likely would not repeat the offense. Also, the commission suggested limiting any future teaching by Hawkins to only the upper grades. The agency's recommendations will be forwarded to the state Board of Educational Examiners for final action. Hawkins taught in the Anamosa schools three years before resigning last spring.

He was charged last summer with two counts of lascivious acts in connection with his association with two boys through scouting activities. The boys were pupils in the Anamosa School District but were not enrolled in Hawkins' classes. He was convicted of the charges last November, given a pair of five-year suspended sentences and placed on probation with a major condition that he continue psychotherapy. The actions of the Professional Teaching Practices Commission were based on a complaint filed against Hawkins by Anamosa Junior High School Principal Walter Fortney.
