If Peer Gynt weren't such a skirt-chaser, he'd have more time to dance.

But then Ben Stevenson would not have had the chance to create a full-dress romantic story ballet to display the theatrical as well as the dancing talents of his up and coming Houston Ballet Peer Gynt is a rip, but he's a useful rip for a choreographer. Artistic Director Stevenson's "Peer Gynt," the story of a rascal who "finds himself' after having a great deal more fun than most of us, Tuesday night opened the first of a two-night visit in Hancber Auditori um on the University of Iowa campus. 'As advertised, the ballet is lavishly could prove it had a better method for teaching foreign students. Her successor, T.H. Bell, rescinded that proposed rule last Feb.

2, less than two weeks after the Reagan administration took office. The report was initiated last year by the Carter White House, which was concerned about the money bilingual education would cost local schools. Department analysts Keith Baker and Adriana de Kanter said they reviewed 300 studies of bilingual education but drew most of their conclusions from 28 studies they considered the most thorough. For several years, the Office for Civil Righto in Education in the old Department of Health, Education and Welfare has pressed bilingual education and civil rights agreements with some 500 school districts. The discoveries came only a day after deputy pest project manager Dick Jackson told reporters officials were confident of defeating the crop-ravaging pest A fertile but unmated female fly was found in rural Loma Mar, about 30 miles south of San Francisco, and a wild male turned up in the city of San Mateo, some 15 miles south of San Francisco. Both flies were found a short distance outside the area already being sprayed with malathion. WASHINGTON, D.C. (AP) The government should stop promoting the teaching of foreign children in their native language because there Is little evidence that It works best a Department of Education report says.

"The case for the effectiveness of transitional bilingual education is so weak that exclusive reliance on this instruction method is clearly not justified," according to the intra-agency report, which was released Tuesday. The practice of teaching reading, math and other basic subjects in students' native languages while teaching them English in separate classes is called bilingual education. "While transitional bilingual education has been found to work in some settings, it has also been found ineffective and even harmful in other places," the report concluded. But the report criticized "sink or swim" methods of simply throwing foreign children into regular class-' rooms. The Supreme Court, it noted, had outlawed that practice in a 1974 decision.

The report said federal funds should be poured into such methods as "structured immersion," in which a child is allowed to ask questions in his native language but responses are in English. It also recommended placing foreign students in regular classes but giving them extra instruction in English for part of each day. "The key to successful teaching seems to be to ensure that the second language English and subject matter are taught simultaneously so that subject content never gets ahead of language," the report said. Last year then-Secretary of Education Shirley Hufstedler proposed mandating bilingual education unless a school district costumed, handsomely designed and very well danced. "On Tuesday night Kenneth McCombie gave the title character an appealing dance personality, antic in the early frolicking scenes, more powerful in his racy encounter with three ladies of the night in a scene to rival Faust's Walpurgisnacht and lyrically romantic with the virginal Solveig. Black Hawk making final run Mm Tt RMtttart Dubwau Bunw DUBUQUE, IA. Amtrak's Black Hawk train today makes its final run to Chicago, the victim of low ridership and funding cutbacks.

Illinois Gov. Jim Thompson late Tuesday reaffirmed his decision to cancel the train, disappointing those who had lobbied for a last-minute reprieve. Members of the Black Hawk Area Rail Passenger Organization met with Thompson Friday in Chicago to urge a delay in the train's death until they could try promotional attempts to boost the train's sagging patronage. Pete McClanathan, a Freeport lawyer and spokesman for the Black Hawk lobby group, said be was "very disappointed" with the decision. "I guess it's just something we're going to-have to live with," McClanathan said.
