The military reported one million gallons of diesel fuel and thousands of gallons of gasoline were destroyed in a rocket attack Sunday night at the Caltex storage depot in Fort Victoria, about 175 miles south of here. Army Brig Gen. Peter Rich said the attacks on polling places began Sunday night, but only one site suffered minor damage. Rich said two guerrillas were killed by security forces. "The polling places will be operating normally tomorrow," Rich said Monday.

And some long-term legislators may collect pensions of $250 to $300 a month, since in 1977 they were given the option of basing their pensions on past as well as future service. As with other public employees, the Iowa Public Employees Retirement System (IPERS) pensions for lawmakers will be financed partly by taxpayers and partly by the legislators themselves. Figures show that Iowa taxpayers could contribute more than $229,000 this year toward legislative pensions, if every legislator who so far has expressed an interest in a pension enrolls in the system. Passed in Final Hours About $174,900 of that would be contributed to cover the past services of longtime lawmakers. In the final hours of the 1977 legislative session, lawmakers not only raised their annual salaries from $8,000 to $12,000 but also decided legislative veterans should be able to draw pensions based on all their years of service.

It was one of the most controversial votes of the year, with those opposing the move arguing that lawmakers should serve the state's citizens without such fringe benefits. Under the change, veteran legislators can "buy back" into the pension system by contributing the amount they would have paid had they been in the system all along. Taxpayers must then contribute also. No legislator has yet enrolled. They have until the end of the year to do so, and 66 veteran lawmakers have indicated an interest in the plan.

White Rhodesians voted last week for their parlimen-lary representatives. Good Turnout Crucial A good voter turnout was seen as crucial to international recognition of the elections. So far not a single nation has recognized the voting, although several hundred foreign fepOrters and government observers official and some unofficial are here. The black nationalist leaders, who lave been waging a six-year guerrilla war against Prime Minister Ian Smith's government, have denounced the vote for limited black rule as a sellout to the black majority. Three percent of Rhodesia's 7 million Citizens are white.

Whites, who are fleeing Rhodesia at a rate of some 2,000 a month, say recognition of the new government Elected this week in fair elections and 'lifting of sanctions on exports to Rhodesia is their last hope. Doyle will have to contribute $4,278 to "buy back" into the pension system, while taxpayers will have to contribute another $4,739, figures show. In return, Doyle has been told he could expect a monthly state pension of about $290 when he turns 65, if he doesn't run again in 1980. Louis, company is taking steps to apply for a license with the Federal Communications Commission to operate an independent television station in Des Moines. Hal Protter, vice president and general manager of KPLR-TV in St. Louis, said Monday his company has "taken preliminary steps to apply for a license for Channel 17 in Des Moines." KPLR-TV is a 24-hour independent station owned and operated by Two-Twenty Television Inc. of St. Louis.

The proposed station, to have the call letters KRBK, would not be affiliated with a network, and would conceivably be operational in about a year if "all goes well," said Protter. The ultra-high frequency station, which would be on the air from 20 to 24 hours a day, would televise over a radius of 50 to 75 miles, he said. Two-Twenty Television will submit its application to the FCC in 60 to 90 days, he said. "We think we'll lose money for the first three to four years. We feel, however by 1980 or 1981, Des Moines should be able to support another commercial television station," he said.

He added that Kansas City, Cincinnati, Ohio, Milwaukee, and Denver, all have four commercial television stations including one independent station. Protter said KPLR-TV prides itself on its news operation and the company intends to emphasize public affairs reporting if it obtains the license. KPLR-TV's newscast is ranked number one among all independent Des Moines 11-KDiM 1PBM) Des Moines 13-WHO (NEC) television newscasts in the United States, according to Nielsen and Arbitron rating services, said Ted Koplar, a vice president of KPLR television. Protter said, "We don't cover robberies of chicken stores. We're not a happy talk news format.

"To us it Li more important to have a good reporter in Iran than to show the front of a liquor store after it's gotten robbed," he said. Protter said the programming probably will follow the format of televising children's shows in the early afternoon, and family shows from 5 to 7 p.m. From 7 to 9 p.m., he said, the station will try to appeal to the older viewer. "We plan to offer a lot of movies at least thirty a week," he said. He also said that news will be shown at 9:30 p.m., one-half hour before the networks, and at 5:30 p.m.

there will be entertainment programs providing an alternative to newscasts on the other channels. Protter said that 50 to 60 employees would be hired at the station. Meanwhile, television station managers in Des Moines offered a variety of opinions on the possibility of a new station. WHO-TV General Manager George Carpenter III said, "We already have a lot of competition here. We welcome them aboard." KCCI-TV General Manager Bill Hippee had no comment.
