Vic Preisser helped dedicate the new $12.6 million care facility at the Iowa Veteran Home here Uu.h.m.iA Thursday by asking Iowa veterans to wO'Nts help keep it running. TTfw "Where is the money going to come from to operate this wing?" Preisser, the new director of the State Depart ment of Social Services, asked the crowd of veterans, their supporters, state officials and legislators.

"Just help me out with our future appro priations. Preisser looked at the assembled guests, then asked the crowd to give John Brunow, chairman of the Iowa House subcommittee on appropriations for social services, applause that Preisser calculated was worth "at least $100,000." The facility is the next to last step in a $24 million capital improvement plan for the campus. Bids will be opened on a 180-bed, $9.5 million nursing home Jaa 25. The 360-bed facility is named after Harry Malloy, a tireless worker for the veterans home. Malloy gave tearful thanks for the honor.

Preisser, who described himself as "the saddest veteran you ever saw" because of his dull Army stint, emphasized bow much the building cost. "At $35,000 a bed, this isn't Howard Johnson 'a we put up here," be said. The home, opened in 1887 primarily to house poor veterans, now cares for elderly Iowa veterans, both men and women. The state paid an average of $11,103 per resident of the home last year. State Auditor Lloyd Smith told the audience.

The average population of the home was 429 veterans. Malloy Hall will add 236 jobs, officials have said, bringing the campus total to 598. The new facility is necessary, said Ralph Goldman, assistant chief medical director for extended care at the Veterans Administration in Washington, D.C., because Iowa and other states must brace themselves for the crush of World War II veteran who will need services in the 1980s. "Beginning in 1985, the 12 million World War II veterans are going to need these beds," he said. Representative Charles Grassley Ia.) said he originally opposed the home expansion plans until he visited the home and was persuaded otherwise.

James Pratt, attorney for the Bittersweet and Foxy Lady also known as the Lusty Lady lounges here, said he filed a petition to prohibit prosecution before any charges were filed. The lounges had featured nude entertainment before the new statute became effective, but stopped until the temporary restraining order was issued, he said. Under the new code, a lounge's liquor license could be revoked if a charge were filed, he said, so the injunction before charges was sought to avoid the risk of the loss of the lounges' licenses, be said. Pratt contends in the petition for injunction that the prohibition of nude dancing in liquor establishments is unconstitutional. Pratt's petition argues that the law against nude dancing violates the first amendment of the Constitution, which guarantees the right to "freedom of speech and expression." Pratt said he is "fairly optimistic" the two lounges can obtain permanent injunctions on constitutional grounds.

"The same type of case has been won in other states," he said. The suit seeks to have the section of the criminal code banning nude dancing in nightclubs declared unconstitutional, Pratt said. Liquor license holders of the Bittersweet and Foxy Lady are Three K. C. Corp.

(AP) The U.S. Navy has begun a search for three Americans who were released along with their yacht by Vietnamese authorities in Saigon after being held captive for almost three months, the State Department said Thursday.

The informants believe Vietnam hopes to pressure the capital into accepting a negotiated settlement of border disputes. They say Vietnam also may seek a change of leadership in Cambodia. Vietnamese forces reportedly are close to or may have already captured the Mekong River town of Neak Luong and other units are moving north into the low, marshy areas east of Phnom Penh.

Vietnamese units have crushed Cambodian resistance in key border areas in eastern Cambodia and are in command of the Parrots Beak, the disputed rice-rich zone jutting 30 miles into Vietnam's Tay Nay province, the sources said. The sector, 35 miles northwest of Saigon and 60 miles southeast of Phnom Penh, was the site of the American Invasion of Cambodia in 1970. Sporatlc fighting is continuing in the border area between Vietnamese forces and small Cambodian army units. There have been several uncon firmed reports that Cambodian rebels, opponents of the radical communist government in Phnom Penh, have teamed with Vietnamese forces. According to official Cambodian reports, Vietnam launched a major cross-border operation in November.

Thai sources say Vietnamese forces, vastly outnumbering those of their former communist ally, and backed by tanks, artillery and aircraft, cut off the Parrots Beak in a pincer movement. Radio Phnom Penh first reported went out of fashion for a time, then regained favor as a masterwork from an era past Flickering television tubes after World War II foreshadowed a change in entertainment habits, but It was not until the late 1960s that the Music Hall finally felt the effects of TV and other trends that already had killed many lesser theaters. Attendance, which had averaged 5 million annually through 1967, slipped to less than 2 million last year. Marshall said the theater cost $176,000 a week to run and had suffered heavy losses for the past several years. For 1978, he said, the projected loss was more than $3.5 million.

By cutting back staff and performers, shutting the theater for 14 weeks a year at slow times, booking rock concerts and other means, the Music Hall has kept operating. (AP) Radio City Music Hall, that lavish holdout from the vaudeville era that showcased the high-kicking Rockettes and the family film, will bow to changing times and tastes this spring and shut its doors.

The theater has threatened to close before, but economy measures always managed to save it for one more season. Alton Marshall, president of the parent Rockefeller Center said Thursday that the action was forced by falling attendance and a projected $3.5 million deficit in 1978. Patrons waiting on line for the early show at the landmark in Rockefeller Center lamented the move. Mayor Edward Koch promised to "do everything we can to see how we can keep it open." But Koch later talked to Marshall and emerged saying that Marshall "had no suggestions at the moment" on how the city could help keep the stage lit. 'Koch said Marshall "was very pessimistic." Marshall told a news conference it had become increasingly difficult to find movies suitable for family viewing the staple fare at a theater.

The theater features both a stage show with the Rockettes and a first-run movie. Ticket prices range from $3.25 to $5. "It's the only theater in New York City that's really good," said Mary Kerich of Astoria, Queens, who was waiting for tickets with relatives from Yugoslavia. "It's a stage show you can't see anyplace." "It is part of the tradition of New York, and America does not have a lot of traditions like Europe does," said Jody Reese of Haddonfield, N. J.

"I think it would be a shame to close it." The Musk Hall, erected as part of Rockefeller Center, was conceived by S. L. "Rosy" Rothafel as a counterpart to the great European music halls. It opened Dec. 27, 1932, with the world's biggest stage 144 feet wide, 67 feet deep and 60 feet high.

Headliners for the first show Included Martha Graham, Ray Bolger, Jan Peerce, the Wallendas, Weber and Fields, Gertrude Nielson, 108 ballerinas and 48 dancing "Roxyettes."
