Iladley, Chief Justice Mo Clare, and, inded, every adherent of the state administration, were opposed to a restoration of permanent peace and quiet in this which they know can only be secured through a general amnesty, and the repeal of all laws discriminating against -any class of our Gov. Clayton repeatedly spoke of the peace and quiet of the state, and even in his last an nual message, said I I have always regarded disfranchise ment as temporary in its nature, and have anxiously looked forward to the day when a sounder amt "healthier condition would justify its removal.

More than one year ago I took occasion to publicly express myself npon this question." The time which has intervened has only strengthened the convictions I then ex pressed, and I am sow most happy to Bay thlt the present encouraging condition of anaira throughout the state in my opinion tuny warrants me in carrying out ih pledge I then made. I The governor goes on then to recommend that steps be taken to do away with the disfranchising clauses of the constitu tion, and adds I Should you adopt this coarse I earnestly hope and believe, that you will take the initial step that will ultimately lead to permanent political tranquility and the restoration of those relations of comity and good feeling that should characterize citizens of the same commonwealth. I It will be observed that Gov. Clayton here acknowledges all that we have main tained on this subject that a general am nesty, and a restoration of the ballot to all disfranchised citizens, is the only thing that will or can lead to a restoration of political tranqaility, and the restora tion of those relations of comity and good feeling" that should characterize citizens of the same commonwealth." In another part of his message the gov eraor savst. i 1 Our population has been largely in creased by a healthy immigration.

The number of votes cast in 18 0, aa compared with the number registered three years before, speak to the contrary indeed there ia a falling off in the vote of 13,005. If our population was increased, how was the vote decreased and order, peace and security reign throughout our borders. Under the benign influence of our free institutions, and the faithful en forcement of the laws, old feuds are rap id! vine out. old animosities are beine forgotten, and old prejudices eradicated. Now, -then, this picture is true; yet through the influence of Gov.

Clayton, the disabilities of only 200 persona were removed by the last legislature and im mediately after his election as senator, and when he reached the first thing we heard of our late governor, who talked so eloquently a few months previous about peace and quiet, and the only way to bring about friendly relations between all classes of our citizens, was the denouncing of 30,000 people of this state as ko-klur, and otherwise slander uig them, and thereby preventing immi grants from coming huher.
