It appears that only two members of the three composing the Clayton Investi gating committee signed the report exon crating the Arkansas senator from the charges preferred against him. These charges were, issuing an. illegal certificate of election to Congressman Edwards while governor of Arkansas, and making corrupt bargains to secure his own elec tion to the Io relation to Ed wards' certificate, the committee say by returns from all the counties, aa canvassed by the secretary of state, it appears that Boles received 10,341 votes and Edwards 8211. The governor excluded from the count the votes -cast in the First and Third wards of the city of Little Rock, and in certain precincts and townships in the county of Pulaeki, in all of which the election had been declared illegal by the legislature.

Of these excluded votes there had been cast for Boles 2385, which being deducted from the above" number counted for Mr. Boles left him 7959, of which excluded votes there had been cast for Mr. Edwards 202, which being deducted from the above number counted for him leaves 809 2, thus showing a major ity for Mr. Edwards of 50 votes. The committee find that Gov.

Clayton was sustained in his actio in the Edwarda case by the legislature and high est judicial tribunal or Arkansas, and say "And se we find in thexase that ine governor aiu not act lruuuuieuuj, hence he was not guilty of the offense charged, and that thus far there is nothing to impeach in hia official caaracter or conduct as a member of this body." In relation to the charge of fraud perpetrated in the election of Gov. Clayton to the senate, the committee sta'e that tbey find nothing in it of such corrupt or criminal nature as to vitiate his election or to warrant the disturbance of his pres ent official position. The report con cludes as follows: We are therefore brought to the conclusion, after careful examination of all the facta, that there is nothing disci need touching the charge made, as found in the testimony of Wheeler and Whipple before the joint select committee, impeach ing the official character and conduct of Senator Clayton. We accordingly recommend the. adoption of the following resolution Eetolved.

That the charges made and referred to the select committee for the investigation affect in sr the official charac ter and conduct of lion. Powell Clayton are not sustained, and that the committee tie discharged from their further conatd eralion. The report is signed by Geo. G. Wright and Lot M.

Morrill. The other member of the committee, Mr. Norwood (dem. did not sign the report, but will submit a minority report, taking the ground that the evidence is of such a character as to show that the real sentiment of the people -was defeated when Clayton was elected, and will conclude with a resolu tion recommending that Clayton'a seat be declared vacant, SENAT0R COIT'S APP0RTI0NMEN BILL. Colt has introduced in the senate an apportionment bill, which is worse, if anything.than that introduced by Senator White, previously referred to. It divides the congressional districts as follows 1 JTRST DISTRICT. Mississippi, Crittenden, 8t- Francis, Monroe, Prairie, Pulaski, Phillips, Arkansas, Grant, Dallas, Calhoun, Hot Clark, Pike, Montgomery and Sevier extending from Mississippi county, the extreme northeast, to Ultimathule, the extreme southwest corner of the state, the last earned place being literally the jnm ping-off place, distance of about 400 miles. i SECOED DISTRICT. Hempstead, Little River, Nevada, Lafayette, Columbia, Ouachita, ley, Jefferson, Drew.

The senator must have stud ied the a rt of gerrymandering perfection. We doubt It there is another brain in the state that could have conceived just such an arrangement of the congressional districts as is here made. There ia a bill pending in the house on this subject, but we have not a copy before us, which arras gee the districts better than any bill yet proposed.

Under thia heading, the St. Louis Times comments as follows on the recent accident on the Fort Smith railroad Superinteiident Beaumont, of the Fort Smith, road, makes no attempt to conceal or gloss over the cause ef the recent accident on that line, but plainly and honestly admits it to have been tl result of carelessness on the part of the engineer, and a recklees running of the train in violation of the company's rules. So that we may reasonably conclude the services ef that engineer have been dispensed with.

The action of Mr. Beaumont, however, ia worthy of special commendation, not altogether because of its promptness and frankness, but aa being ao much out of the usual way of railroad conveying an exemplary lesson to railroad management generally. The great proportion of accidents that occur may be traced directly to similar neglects of duty, but it is very seldom that the company so readily shoulders the liability, and confeesea itself at fault.
