QFrom Postmaster Kirchof, of Dover, who was in town Tuesday, we learn the particulars of a deplorable affair which occurred at that place early Monday morning, which had a most tragical end. In the snburbs of the town in a small cottage, lives Mr. Russ Tucker, who has a family consisting of wife, son and two dauehters, living at home. About 4 o'clock Itfonday morning Mr. Tucker and his son were aroused from their sleep by the screams and shrieks one of his daughters.

Hushing to the sleeping apartment of the young adies, Mr. lucker found that their room had been invaded by a negro man of notoriously bad character, and that the demon had attempted to offer violence to the person of one of the daughters. Upon the appearance of Mr. lucxer the negro tied, and was pursued closely by Mr. Tucker, who soon alarmed others.

The chase was short, and the negro, John llogan, by name, was soon captured his pur suers never navmg lost sight ot him, we understand, from the time he left the house. Ouicklv and silentlv a roDe was pro cured and, after marching John to the woods a few hundred yards from town he was swung up, and, after a few struggles, the life of the reckless, des perate man was Thus, in less than an hour, the devilish deed at tempted by this most unfortunate wretch brought swift retribution upon his head, and the rising sun found the town as quiet and calm as though nothing had occurred, tew ot the citi tens being aware ot what was gomgon Ihe neero was a most abandoned wretch, his brutish propensities hav ing led him to attempt similar offences as many as three different times before this last and fatal sceue. While the whole community feel relieved and breathe easier at being freed from the presence of such a lustful daring charactea as Vas John Ilo gan, and, while everybody agrees that he richly merited the punishment he received, there is a feeling of the most prolound and almost universa regret at tne manner in wnicn nis punishment was meted out, and there is no doubt had some of the older and more cool-headed citizens ot Dover been cognizant of the transaction in time, they would have prohibited the young men from committing the rash and grave act of taking the law into their own hands. Coroner Lancford has held an inquest over the dead body of John llogan, and the verdict of the jury is that the deceased came to his death by hanging by the neck with a rope, and at the hands of II.

City clerk reported the sale of five cemetery lots, and a number of dog licenses last month. George Phelps reported twenty-five interments in Mt. Hollv for mouth of June. The city engineer reported therazinc oi the boose, and the arrest ot certain citizens on tne cnarce oi being con cerned in the offense. Report filed.

Chief-of-Police' Blocher reported 5G lamps not lighted for the month of une. Referred to gas committee. Chief-of-Police reported collected for fines, last month, $547.10 in currency. Referred to police com mittee. Police judge and prison-keeper made similar reports.

A detailed statement was submitted by bheriff Rottaken of the severa taxes of the city. Referred to finance committee. The committee on cancellation and reissue reported the examinatien $125 accepted orders; $1304 city bonds; $387.81 open accounts $9404,25 printed certificates. Report filed. Pay-roll of the city officers for June, $800.67 was referred to the finance committee with instructions, if correct, to pay same.

Pay roll of police force for -June, $1145, was referred to same committee, with similar instructions. Alderman Wolf offered a resolution prohibiting city officers from receiving ices or compensation other than salary, and that all fees, bo paid into the treasury. Adopted. Alderman Wolf offered a resolution instructing the chief-of police to kill unmuzzled dogs on the streets, from date until October 1, 1875. Adopted.
