Chief of Police Counts submitted a report of the condition of the police department, and the changes he had caused by his weeding out fakirs and disreputable characters from the pop ulation ol Rock. On taking charge of the police department, I found that the police were very much disorganized, from various causes one principal cause being the inability of the city to pay the policemen, and consequently, not being able to procure good men (in all cases) to act as officers.

1 commenced by getting, rid of careless and inefficient men, aud securing the best men I could get to go on the force, aud at this time 1 can say that 1 believe our present police force to be the equal of any force of like number in the United States. It has beeu satisfactorily ascertained, by trial, that frequent changes, without great cause, renders a police force careless as to its duties, and generally inefficient. In charge of the poliee force of this city, I determined to enforce all laws and ordinances of the citv pen- I 1- I 1 i tf C3 era''y. and such other ordinances as were speciallysdirected to me to exe cute. 1 have tried to do my duty, and in two or three directions.

I believe, have successfully enforced the ordinances. When I took charge of tlwi police force I found the citv overrun with gamblers, takirs, aud mauy men of verv D.a( character, who. being driven away from other points, had made this a headquarters in which to carry on business of fakirs, sneak-thieves, rbbers and burglars. I commenced by completely breakiug up the gambling houses of the city, being specially ordered by law so to do. Nogambling a.

The fakirs and many other bad characters have been driven away from tbeeity, I hope never to return. This city had gained quite an unenviable reputation from the frequent and daring misdeeds ol this class ol men, but 1 am happy to say that the city is at last clear of them. 1 find during the last month that there is in the city a baud of thirteen men and bovs, who commit the burglaries and robberies mentioned in the papers of the city.

Nearly all of this gang have been arrested, and I believe it is about broken up. I desire to call the attention of the council to the fact that the streets of 1 41 i the city are iu a verv filthv condition xue cnain-gang, oeing small, has not greatly in clearing ud and renniri-n 8treets- I mention this to show that the involuntary labor of the city '8 insufficient to clean up the streets ani neys of the city in time to ward ott or prevent the spread of disease or of an epidemic, but rather to invite the same. I desire to report to you that I have enforced the Sunday law bearing upon all places of business or amusement the Sabbath day just as the same was given to me to' execute. Great fault has been found with me for my action hy some classes of people, but I be- 1 tMt men know that I only did my duty in executing the law, and preventing drunkenness and rowdyism on the Sabbath. Lpham, a well known radical ex-mili-1 113 general, charging him with the i murder of John 'fhorp and T. C. Keddick, in Woodruff eountj-, in 1863. Deputy Sheriff Beatty arrested Mr. Lpham yesterday forenoon at his residence, in the southern part of the wcity; and had him in charge last even-J tng.i The officer informed a Gazf.tte reporter that he would leave for Woodruff county with the prisoner this evening.

Miss Fannie Ross, were enjoying a pleasant drive, which was brought to a sudden and disastrous end by the horses becoming frightened opposite the residence of Mayor Kramer, and running away. Although Mr. B. handled the ribbons in a masterly manner, for several blocks, the carnage was finally pverturned near the corner ot Main andbecond street, and its occupants thrown heavily to the ground.

The lady sustained slight bruises on her arms, aud the gentleman received severe cut on the head. After overturning the carriage the horses continued their race, running over Hyde bear sdLlJ sign, bancinir into the Senate saloon, whence thev took a circuit down Louisiana and across to Scott, down which they continued full tilt to their stable, having left the vehicle, badly wrecked, on the route. The lady Mid gentleman were escorted into Hughes Naulty's drug store, where they received every attention, and were oon enabled to return home. During the excitement several other teams broke loose, but were all captured except one cart which was upset on the corner of Maikham and Main street. The runaway team from Cress Diver livery, and has been driven by many of our citizen.
