On the other hand the issuance of this 1,400,000 of bonds, bearing six per cent, interest, would cost the state a year, for the next thirty years, with the original debt of 81,400 000 still unpaid. According to our view, neither the i suspension nor the remission oi tins tax would work any material benefit to the people. Over half the people of the state are already supplied with scrip for the of payini: this tax. It would be Well enough to pass an act reducing the penalty to twenty-five per a mulct sufficient to comjel those who are able, to pay now. and extending the time for redemption to three years, so that parties who are really not able to pay at present, would be able to redeem within a reasonable eriod. We believe, too, that the old law should be restored, authorizing the sale of sufficient area of delinquent laud to pay the iu arrears.
