Ordered, That all ferryboats except the Ed Foster, flatboats, yawls, skiffs, canoes and every kind and species of water-craft that has been, or could or might be used to transport persons or merchandise across said river within tbe limits aforesaid, shall be seised and taken into possession by tbe Chief of Police, collected together at one place and securely locked or anchored and placed under guard day and night so as to render it Impossible for any person to use the same in crossing said river. The Chief of Police will give receipts to the owners of said boats and skiffs, he stating the same will be returned to them so soon as the Board of Health shall mise the quarantine now established. All person are forbidden to cross said river within the limits aforesaid except upon the bridge nnd ferryboat Ed Furter, and all persons aforesaid are forbidden to ferry or convey any per-on or merchandise across said river within said limits except upon the brldgo and the fer-rvboHt Ed Foster. Smith, requesting permission to run the steamer Martin Speed between Little Rock and Pine Bluff, or other points, and inclosing a certificate from the Pine Bluff Board of Health, stating the boat had been examined and thoroughly disinfected. The petition was tabled Biihject to call. By Dr.Dibrell: Ordered that no passenger train on the St.

Louis, Iron Mountain and Southern Railway shall stop or remain at the Little Rock station or depot a longer time than is absolutely necessary to deliver and receive the United States mail and express matter and to permit the passengers on said train desiring to stop at said station to got Off said train, and in no case shall any such train atop at said station or depot for the purpose aforesaid or for any purpose for a longer period than live minutes. That it shall be the duty of the conductor, and other officers and agents of said railroad company, having charge of passenger trains on the said road, to collect in one car all persons, on any such train, desiring to stop at Little Rock, and before such train enters the quarantine limits of the cfty of Little Rock (which extend five miles in either direction from said city), every passenger' car In such tralu shall be locked, and with the exception hereinafter mentioned, shall remain locked, and the doors guarded, until such train passes beyond such quarantine limits. On the arrival of such train at the depot, the conductor thereof shall designate to the police the car containing passengers for Little Bock, ana shall thereupon unlock and one door only ot such car, and deliver to said police every person In said car desiring to stop at Little Rock, and their baggage. Such passengers and their Daggage shall be detained in the custody of the police. In a room or rooms, to be provided for that purpose at Bald depot, until they shall be examined by the health officer appointed by this board, and the proper orders made in the case of each.

If the conductor, or other officer or person, in charge ef any such passenger train, shall fail or refuse to comply with the requirements of this ordinance, or shall permit any races are moderately attended, the track heavy, weather wet and disagreeable. The Committee on Resolution reported the following: The Democracy of New Hampshire in convention assembled in view of the anomolous condition of the public and of business affairs with an abundant harvest throughout the land with limstless resourses of field, forest and mine yet undeveloped; with the Old World reaching out its hands for the products of American industry and genius. Vet with millions of capital lying idle, hundreds of thousands of laborers un-imployed, business depression and financial ruin on every hand, want and misery staring multitudes in the face, realizing in this condition of things the absolute necessity for a decisive change in the government policy nnd administration, Iwtli as it respects measures and men, we hereby charge upon the party which has controlled our State and general government for the last 20 years full responsibility for this lamentable condition of affairs, nnd confidently appeal to the people for the restoration of the Government to Democratic hands and reaffirm our devotion to the following cardinal Democratic principles: 1. tiupremacy of the Federal Con-Btittition and the integrity and perpetuity of the Union and its provisions, 2. Absolute equality ami independence of the several States In the direction and control of nil their domestic affairs, subject only to the Constitution of the United States.

3. Equality of rights, duties, pro tection and burdens for all American citizens. No privileged classes; no monopolies; no unjust distinction anywhere. Resolved, That the only remedy for the combination of evils by which the country is now afflicted is to be found in the wise and Impartial legislation, honest administration, just adjudication and exercise of the most rigid economy in every depnetnient of the Government. Resolved, That we are in favor of a stable currency, just payment of the public ucbt, and but one currency for the Government and people, the laborer and office-holder, the pensioner and soldier, the producer and bondholder.

Resolved, That whatever currency is issued by the Government should be issued for the benefit of the whole people and not for the benefit of capitalists at the expense of the people. Resolved, That our present tariff laws area restriction upon tried men of trade and commerce between our own and foreign countries.and therefore are an impediment rather than an encouragement to American industry, devised in the interest of monopolies and maintained in opposition to the demands of the peo- fle, we therefore advocate the modulation or repeal and substitution of simple revenue tariffs, which Bhall be protective without being oppressive. Resolved, Thnt fraud, first triumphant in American politics and unparalleled in the history of the world whereby the free will of the people was defeated, and a candidate not elected placed in the Presidential chair, shall never be ignored or condoned, and we call upon the Democracy and the people throughout the land to stand with us in demanding, the vindication of right and the condemnation and punishment of the wrong, to the end that fraud shall hereafter be powerless and odious to a free government and a reality in America. Resolved, Thnt we extend our earnest sympathies to the working-men of the State in their present suffering and their enrnest efforts to extricate themselves from the consequences of Republican extravagance and misrule, and that we will co-oerate in their endeavors to obtain a fair and Just arrangement of the hours of labor, particularly of women and children, and full protection lor themselves and their scanty earnings. Resolved, That the Constitution of New Hampshire and tho principles of justice and equity Unite in requiring the taxation of every species of jjroperty according to its real value without exemption or discrimination.

Resolved, That we heartily bid God speed to the reform club in their efforts to reclaim our fellow-citizen. condemn that provision of the existing law whereby disreputable men have coined money as spies. Resolved, That the late Republican Legislature in extending Its already enormously protracted sessions for days and weeks, costing tens of thousands of dollars to the tax-burdened people of the State basely betrayed Its trust and has justly subjected the Republican party to the emphatic condemnn-tion of the people. Resolved, That we congratulate ouf fellowkiltlzens of the South upon their restoration to the rights pf local self-government, and their.
