Coll to Order 1:35 p.m. The Boston Company Asset Management, Inc. 2:00 p.m. Com irm Next Meeting Date Adioyrn (R970) PUBLIC NOTICE IOWA FINANCE AUTHORITY MORTGAGE CREDIT CERTIFICATE (MCC) PROGRAM Notice is hereby given that the Iowa Finance Authority (IFA) has established a qualified Mortgage Credit Certificate (MCC) Program 1995A in the amount of $10 million, pursuant to Section 25 of the Internal Revenue Code, as omened, and regulations thereunder. The purpose of the MCC program is to allow the Iowa Finance Authority to issue qualified Mortgage Credit Certificates (MCCs) to mortgagors (borrowers) to be used in connection with the acquisition of the mortgagor's principal residence.

The qualified Mortgage Credit Certificate entitles the holder to claim a Federal income tax credit based on the omount of mortgage interest paid during the year. The following eligibility requirements opply to the program ana to be eligible to participate in the program mortgagors (borrowers) must meet these requirements and any additional program requi rements adopted by the I A Principal Residence Requirement The property must be located within Iowa and remain within Iowa. The property must be the principal residence of the MCC holder. A principal residence is a residence which, at the time the financing on the residence is executed or assumed, is expected to be personally occupied by the mortgogor (borrower) as his or her home within a reasonable time after the financing is executed or ossumed. A residence which is primarily intended to be used ina trade or business is not a principal residence.

A mobile home or other manufactured housing which meets certain requirements may qualify as a principal residence. Three-Year Requirement To be eligible a mortgagor must not have had an ownership interest in a principal residence during the 3-year period prior to the date on which the new mortgage (or security interest in the case ol certain manufactured housing) is executed. Purchase Price Requirement The purchase price of the principal residence cannot exceed the applicable purchase price ceiling as calculated from average area purchase price limitations. Currently for previously occupied (existing) residences the purchase price limit is 164.385 in non-targeted areas and $78,693 In non targeted areas. For not previously occu- fiied (new) residences the purchase price imit is $117,191 in non targeted areas and $143,233 in targeted areas.

There are higher purchase price limits for Polk, Warren, Dallas, Linn, Scott, Johnson, Pottawattamie, Woodbury, Black Hawk and Dubuque counties. A list of targeted areas is available from the IFA. Purchase price limitations are subject to change from time to time. Income Limitations Mortgagors are eligible for on MCC only if, for families of three or more, gross family income from all sources does not exceed 1 15 (non-targeted areas) or 140 (targeted areas) of the area median income for the area of the county under section 8 of the United States Housing Act of 1937 as amended. For one or two person families, gross family income from all sources may not exceed 100 (non-targeted areas) or 120 (targeted areas) of area median income.

New Mortgage Requirement No refinancing is allowed under this program. A mortgagor is not eligible if he or she had a prior mortgage or other secured obligation with respect to which the certificate is to be issued. Recapture All or a portion of the MCC subsidy may be recaptured upon a disposition of the mortgaged home which occurs within 9 years, if the mortgagor's income has increased substantially during that period and the mortgagor realizes a gain on the sale of the house. Method of issuing MCCs MCCs will be issued on a first come-first served basis for mortgage loans closed not less than ninety (90) days after publication of the public notice. Borrower may make application for an MCC at a participating lender which will then be reviewed by IFA.

Lewis, a freshman at Nebraska and former standout track performer at North, is participating in her first Drake Relays as a collegian. "It feels real good to be home," Lewis said. "I don't get home very much.

Just for Christmas and spring break. We have meets about every weekend." Making her first year away from home difficult is her missing her 19-month-old brother, Trey. "I've missed so many of the little things," Lewis said. "I've missed him talking and walking for the first time. He is growing so fast.

When I get home, I just want to spend time with him." Lewis has a full slate today at Drake Stadium with the finals of the long jump and 4 100-meter relay, and the preliminaries of the sprint medley relay. The Nebraska 4 100 unit posted the fourth-fastest time in Friday's preliminaries among the 29 teams with a time of 46.24 seconds. Lewis, a replacement on the team, has made a nice transition to the college track and field scene. "It's been going real well," Lewis said. "I finished ninth in the national (indoor) meet, and made All-Ameri-can status.

I want to be more consistent. My best jump is 20-7. A 21-4 will go to nationals." Lewis' summer plans include training for the junior nationals. Not best sport, but Amy Herrig of Dubuque Senior said track is not her No. 1 sport, but the senior competed in the Drake Relays shot put and discus for the third consecutive year.

Otherwise, the league would have to consider moving the team. John Loewen, chairman of Manitoba Entertainment Complex which is trying to buy the Jets and build an arena for the team, said his group will have to abandon its effort if the conditions set by the league remain.Loewen said he is waiting to hear from NHL Commissioner Gary Bettman. A group of investors in Minneapolis has been trying to raise $75 million to buy the team. Minneapolis been without an NHL team since the North Stars were moved to Dallas before the 1 993-94 season. Devils clinch playoff berth New Jersey clinched its sixth consecutive playoff berth by beating Florida, 3-1, i Friday night at East Rutherford, N.

J. Kevin Stevens and Shawn McEachern scored in the second period and host Pittsburgh beat Boston, 4-1, for its 12th consecutive victory over the Bruins. Penguins goaltender Ken Wregget posted his-Jeague-leading 25th victory. Tommy Soderstrom made 44 'saves and Ray Ferraro scored twice as the New York Islanders defeated the New York Rangers, 4-2. Iowa Scene Menace meet Sioux City 'Before the Des Moines Menace even kick off their second soccer season today at at 7:30 p.m.

at Sioux City, one thing is definite. "We're already in the playoffs," Coach Blair Reid said. By virtue of playing host to the Division of the United Systems of Independent Soccer League's regional tournament at the 'end of the season, the Menace are assured a spot in the tournament. The Menace, an amateur team, will play 10 home games at Hoover School. The home opener is May 13 against St.

Louis, one of six professional teams on the Menace schedule. Several players return from the team that had a 7-13 record last season. Among them are Brian Haun, a forward who was rookie of 'the year in the Midwest Division last 'season; Al Driscoll, sweeper and team captain; and Casey Mann, a goalkeeper. Last season, the Menace split two games with Sioux City. Sioux City might be the top team 'in the Central Division this season after signing four players from Creighton's top-ranked college program in 1993, Reid said.

"Sioux City is much improved," Reid said. "On paper, they would probably be the favorite in our division." Sioux City is coached by Brad Smith, who also coaches soccer at Teikyo Westmar in Le Mars. Brazier defended his Australia One sprint-car title and won the Peter Jackson Nationals last season. Tatnell, who raced last season at Knoxville's weekly shows, dominated the Quit Championship series and won the Grand Annual Sprintcar Classic. His first season back was cut off at the knees after five meets. For an athlete who will turn 30 in September, coming back is almost as hard as beating Moses. When Harris isn't chasing those 47s, he is living in a one-bedroom apartment in Brentwood he and Nicole Brown Simpson lived along the same alley which isn't exactly slumming it. But he still has no shoe contract, he still commands no hefty appearance guarantee.

He recently parted ways with Bob Kersee, his coach. "We had philosophical differences," Harris said, "and I'll leave it at that. But Bob really got me in shape." Though the perks have vanished, at least Harris is competing again. "Fortunately," he said, "God forgives us." God isn't the only one. Scott Robert Daniel Lynn, Steve Lynn's 7-year-old son, is forgiveness personified.

In his room hangs a poster of Harris. Somewhere in the house, in a drawer perhaps, is a picture of grown-up Danny Harris holding toddler Scott Lynn. "Danny and I made a videotape," Steve Lynn says, "and Scott got it out when he heard Danny was coming and watched the whole thing. He isn't excited about Carl Lewis. He's excited about Danny being back." No more than Danny himself.

"I couldn't put myself through it." But now, 11 years after Los Angeles, he is back at the starting blocks, following his own footsteps. Last year, after a two-year suspension, he was cleared to compete. Winning is up to him.

"My first meet in New York went terrible," said Harris, who is almost back to his ideal weight. "I hyperventilated before the race. Emotionally, it was too much. I didn't know how I'd be received. I let it all get to me.

My time was 51 seconds, and it hurt really, really bad. At least I knew one thing. There was nothing to do but get better." As a point of reference, Joey Woody of Northern Iowa won the university-college division 400 hurdles Friday in 49.97. "A few weeks later, though," Lynn says, "he's running a 48.1, the second-fastest time in the world that year. Then he goes to a race In London and just as he's walking onto the track, they tell him he hasn't been cleared.

They said he hadn't done the proper paperwork. He told them the U.S. federation said he didn't need to. They were the ones who banned him. They were the ones who cleared him.
