Didier Gailhaguet, the French skating federation president involved in the Salt Lake City judging scandal in the pairs competition, said Wednesday he had "never" ordered any judge to fix a competition in order to help French skaters win. Without specific information about Clement's investors, Vision Iowa leaders say they won't award the money to the project. Meanwhile, Clement says his investors won't commit to the project without the state money.

"The state needs to fund this thing and get the ball rolling so we can get these people to commit," Clement said. "We followed every step, did everything they wanted us to do, but our investors want to know they have the state backing before they commit to the project." Clement told the Vision Iowa board in October that he had lined up $7 million to $10 million from private investors. The board requested documentation, but Con-nell said Tuesday that the board still hadn't received written proof. Connell estimated that private investors need to purchase at least 30 percent of the bonds being sold by Jasper County and the city of Newton to help finance the track before Vision Iowa will award the $6.5 million to the project. Clement said he has written commitments from investors to purchase one-third of the bonds contingent on the project receiving the state money.

"Our investors are looking at us and saying, What is the state going to do? Clement said. "A lot of our investors dont want themselves identified, so we're not at the point where we can divulge names." As a result, the Vision Iowa money and the speedway plan is in limbo. "We're in this catch-22 Past problems The project has a history of trouble with its primary investors. Jerry Carroll, a Cincinnati developer who built Kentucky Speedway, was the original lead investor on the Newton project. After Carroll backed out, Jerry Lowrie, who's building Yosemite Motor Speedway in California, became the lead investor.

Lowrie backed out of the project in September amid controversy.
