Mondale said Friday he wants to challenge President Reagan to a series of debates before the fall election. Mondale said he has not yet formally proposed debates with Reagan, but will press for several. He said debate between the two vice presidential candidates also would be beneficial. In Washington, Democratic officials selected Mayor Richard Arrington of BENTSEN From The Register's Wire Services WASHINGTON, D.C. Walter Mondale announced Friday that he would interview San Francisco Mayor Dianne Feinstein and Texas Senator Lloyd Bentsen as possible vice presidential running mates next week.

Mondale said the "first in a series of meetings I intend to conduct" will take place in his home in North Oaks, a suburb of St. Paul. Mondale, the front-runner for the Democratic presidential nomination, said he would meet with Bentsen next Thursday and Feinstein two days later. In a statement released here and in Houston, where he appeared with Bentsen at a party fund-raiser Thursday night, Mondale asserted, "The selection of a vice president is the most important decision a president makes." Before he meets with Feinstein and Bentsen, Mondale will confer with Representative Geraldine Ferraro of Queens, N.Y., who also has been widely promoted as a potential running mate if Mondale decides to make history by choosing a woman. Ferraro, who will meet with Mondale in Minnesota today, said she was going as part of her duties as chairman of the Democratic platform committee.

She said she would give similar briefings on the platform to the other Democratic presidential candidates Gary Hart and the Rev. Jesse Jackson. Mondale spokesman Dayton Duncan said the No. 2 spot on the ticket would not be discussed at the meeting. The former vice president also will meet with Gov.

In Iowa, the report states, the four largest beef packing companies hold more than 85 percent of the market, their share having increased by 18.5 percent since 1972. In Minnesota, the four largest companies held 60 percent of the market in 1969, and 85 percent in 1978.

And by 1982, the report continues, the level of four-firm dominance in Minnesota had increased to 97.3 percent. In Iowa in 1982, the top four companies each processed an average of 639,000 head of cattle, while the next six firms processed an average of 75,000 head each. Names of companies were not included in the report. No Market Left The report states there is "little doubjt that the steer and heifer slaughter industry in Iowa has become so dominated by four or fewer firms that there is little or no market left for efficient small or medium-size packers." The growth in the market share of the four largest firms has been equally dramatic in other leading cattle states. Smith said the report is based on data from the USDA's Packers and Stockyards Administration.

In 1972, the report states, 710 companies were listed by the USDA as beef packers. By 1982, this had declined to 471 firms. The average annual rate of decline through 1979 was 3.4 percent But since 1979, the number of beef packers has been dropping by 6.3 percent a year. In 1972, the 20 largest packing companies held about 60 percent of the market. A decade later, their market share was at 76 percent, the report states.

And the market share of the eight largest companies increased by almost 18 percent during the 10-year period. The report states that the average annual increase in the market share of the eight biggest packing companies from 1979 through 1982 was 3.5 percent "If the concentration of market share in the hands of the eight largest firms continues unchecked at this rate, by 1995 there will be only eight firms left in the industry," the report states. The Four Biggest Within the group of eight largest companies, the report continues, four firms "are clearly dominant." These four biggest companies had average daily slaughter in 1982 of 2.9 million head, compared to an average of 1 million head for the other four. If the four biggest companies continue to grow at the present rate, the committee report states, "they will be the only firms left in the industry by the year 2000." Smith said testimony heard by the Small Business Committee from meat industry experts indicates that once the market share of the four largest companies passes the 40 percent level, these firms could exert significant control over the prices they pay to farmers for live cattle, and the prices they charge consumers for meat. Hog Slaughter In the hog slaughter industry, the report states, the market share of the four largest companies increased by Only 4 percent from 1972 to 1982.

These companies in 1982 held 36 per cent of the business. The eight biggest hog processing firms boosted their market share from 47 percent in 1972 to 53 percent in 1982, and the 20 largest operations in 1982 accounted for 74 percent of the business, up from 66 percent a decade earlier. But the report noted that there are signs the hog processing industry in 1982 was at about the same position as the beef industry in the early 1970s, with the largest companies gaining market share. The top four firms in 1982 each slaughtered an average of 7.3 million hogs, while next four largest each slaughtered less than one-half that amount. For example, the report notes that the number of hogs slaughtered in Iowa in the 1972-1982 period dropped by 1.3 million head a year, but that the number processed by the four largest companies in 1982 was greater than these firms had handled 10 years ear-, lier.

The four largest companies held 47 percent of the Iowa hog processing market in 1972, and 62 percent in 1982, according to the report. And the eight largest companies accounted for 93 percent of the Iowa market, it states. "It is only recently that competition in the pork industry has begun to erode," Smith said. The Iowan has introduced a bill to limit the market share of meat packing companies to a pre-determined level. Rath lays off 250 workers WATERLOO, IA.
