SIXTEEN THE DES MOINES REGISTER-WEDNESDAY MORNING, DECEMBER 18, 1935. LONG DISTANCE RATE CUT ASKED Phone Firm Would Extend Discounts. The Northwestern Bell Telephone Co. Tuesday requested the federal communications commission at Washington, D. to approve two proposals to bring about lower rates on long distance calls: in two classifications.

It is planned to extend the night discount period on station-to-station calls so that it will be in effect continuously from 7 p. m. Saturday 1 until 4:30 a. m. Monday, including day hours on Sundays.

The discount period is now limited to the hours between 7 p. m. and 4:30 a. m. each night.

The second proposal is to establish the same discount on personto-person calls from 7 p. until 4:30 a. m. each night, including all day Sundays. No discount is now allowed on person-to-person calls, regardless of time placed.

C. E. Plamadore, district manager for the company in Dea Moines, said Tuesday if the proposals are approved, they will apply in all states in which the Northwestern Bell company and other companies of the Bell system operate. Duckworth- Continued From Page 1. Duckworth, as a lawyer and former prosecutor, was well aware of his rights and status throughout the proceedings.

"You are not dealing with an ordinary layman but a man who is a lawyer," Havner explained. "Yes, but isn't he just as afraid of being incarcerated as any hill billy?" interposed Justice Hamil- ton. Warms to Argument. Havner warmed to his argument 8.8 the question of whether immunity was offered Duckworth continued under discussion. "Even if the state had promised him immunity and he comes in and gives testimony to the grand jury and then wants to make an Indian trade out of it, that is only a question of the weight of his testimony under petit jury," Havner said.

"Amounts to a Purchase." "Well, it amounts to a purchase -offering a man freedom of the penitentiary for his testimony," Justice Hamilton said. "If there is a secret crime, unless some man somewhere A along the line weakens, there would be no way of getting at the truth," Havner responded. Old English Statute. "Of course you wouldn't go 80 far as to say that anyone ought to compromise a felony, would you?" Chief Justice Kintzinger asked. In reply Havner referred to an old English statute that "not only is the crown, warranted in doing that, they would be derelict in their duty if they would do less than that." "Not Under the Crown." are not under the crown.

We have a statute against compromising a felony in this state," Kintzinger reminded. "That is far from compromising a felony. Besides, that is not the situation in this case--I have only been led into this during the course of the argument," Havner continued with a smile. "What we say is that the threat was made here of an indictment, and it is just as potent against a lawyer as a layman, and perhaps more potent," Gorder argued in rebuttal, insisting the record shows there was some talk of immunity to Duckworth in return for appearing before the grand jury. Chief Justice Kintzinger announced the case would be taken under consideration.

Arguments were heard before the full bench. O'Connor Case Nearing Jury By C. C. Clifton. (Staff Writer.) SIOUX CITY, IA.

Attorney General O'Connor's gambling conspiracy case may to the jury before Christmas, judging from the stage of the trial reached at early adjournment Tuesday. Defense testimony was interrupted when District Judge Earl Peters excused Special Prosecutor H. M. Havner to go to Des Moines for the Max Duckworth contempt hearing in supreme court. The defense still expects to close its case Thursday, Fred H.

Free and T. E. Diamond, O'Connor's counsel, said after the 11 a. m. adjournment for the day.

It is anticipated that the attorney general will take the witness stand, although his counsel said it has not been determined whether he will testify. Forty-three defense witnesses have been heard in the five trial days since the defense opened. Many of them have been excused without cross-examination. Parts of the diary kept by the late Park A. Findley, chief of the bureau of investigation, Tuesday were admitted in defense evidence in Attorney General O'Connor' trial.

7 JAILED IN RELIEF FRAUD. CHICAGO, ILL. News of Herds What's Doing on and Flocks lowa Farms The Jowa Farm Register UHLAND NAMED AS SOILS HEAD Conservator to Open Des Moines Office. (Special Dispatch to The Register.) BETHANY, regional director Iowa for the soil conservation service, department of agriculture, with here, has been named national conservator for the service in five states and will establish headquarters at Des Moines.

Ithland will direct the soil protective work of E. Uhland, in Missouri and k. E. UHLAND. the service in what is termed the Upper Mississippi, river, region, comprising Minnesota, Wisconsin, Illinois and Missouri.

Region 5. Region 5. Under a new national setup, this will be known as region 5. The new plan is said to be in line with the organization of all other department of agriculture services, and follows the tendency to decentralize administration of services into regional offices. Details are not announced, but the plan for the present appears to call for setting up purely administrative offices at Des Moines to direct the general plan of erosion control work in the five states.

Date Not Known. The date for this move was not made known. Much of the present regional personnel of the service is expected to remain at the Bethany offices. This has been the service's regional headquarters since its institution in Iowa and Missouri. One of its erosion experiment stations is located here and its Big Creek watershed demonstration project extends north from here into Decatur and Ringgold counties, Iowa.

Bethany apparently will remain the service's headquarters for Missouri. However, one change contemplated is the transfer of J. R. Maher to offices in Iowa. Maher has charge of Iowa CCC camps engaged in soil erosion work.

In addition to the federal demonstration project with headquarters here the soil conservation service has similar areas with headquarters at Shenandoah, Marion, Knoxville, Greenfield, and McGregor, Ia. Uhland was manager of the Bethany erosion experiment station until he was made regional director. For a number of years he has been in specialized soils work for the department of agriculture. HERRING SAYS NO SPECIAL SESSION Action on Security Not Needed 'Til The Des Moines Register's Washington, D. Bureau.

WASHINGTON, D. Herring announced Tuesday night that a special session of the Iowa legislature to enact social security legislation will not be necessary. conferring with Frank Winant, chairman of the social security board, the governor announced that Iowa will receive all possible benefits under the federal act without revision or additions to existing laws until the regular session in 1937. There was every indication that the drive of Governor Herring and Governor Cochran of Nebraska for the construction of a bridge between Omaha and Council Bluffs with pooled highway funds would be successful. President Roosevelt said Tuesday at his regular press conference that he had told the governors he favored construction of the bridge, if the facts were as outlined, if there is no additional cost to the federal government and if the objections of the bureau of public roads are satisfied.

Herring and Cochran conferred Tuesday afternoon with officials of the bureau and said they thought they had silenced the objections of Thomas MacDonald, director, and other officials. The two governors dined exclusively with the president Tuesday night and then attended the annual diplomatic reception, not so exclusive. B. Volpe of Laredo, purchased 1 10 head of heifers two and three years old each but most of the cattle went to Iowa buyers. The sale attracted buyers from all over the state and B. O. Gammon, secretary of the American Polled Hereford association, said that the sale was quite successful and that 8 decidedly optimistic spirit was reflected by the livestock raisers present.

matched pair of Percheron mares highest price paid for a team are about six years old and to William Augustine, west and Charles Brown as the IOWA PRICES BELOW PARITY Chickens and Lambs Are Exceptions. Iowa farmers in November found chickens and lambs selling at prices that represented a higher purchasing power pe. unit than before the war while most other items were below parity. Grains were selling considerably below parity, while butter, hogs and beef cattle failed to attain the level necessary to make their buying power comparable with 1909 to 1914, according to the Nov. 15, 1935, report of the United States department of agriculture.

Wool is selling above parity, making sheep one of the attractive items of livestock on the farm compared with the prewar status. Addition of the $2.25 processing tax would bring hog prices above parity. The relationship between feed and livestock continues to favor feeding with the corn-hog ratio standing at 17.7 as compared with 14.1 a month earlier and 6.8 the year before. The ratio represents the number of bushels of corn required to equal the value of 100 pounds of hogs. The average for the prewar period was 11.3.
