Utility companies are joining the refrain for tougher dog laws in Davenport. "For our meter readers, the number one concern is dogs," said Bill Taylor of MidAmerican Energy Co. "In the past two years, one in four of our people who work out in the field has been attacked or bitten by a dog." Representatives from MidAmerican Energy and Iowa American Water Co. asked the city's public safety committee on Thursday to toughen the city's -control laws.

Proposed changes would increase licensing fees for vicious dogs, give greater discretion to authorities to declare a dog as vicious or withhold it from its owner if it is impounded, and change from one year to three years the amount of time an irresponsible owner could be barred from getting a dog license. At Iowa American, 42 percent of worker's compensation cases for employees who work outside the office can be attributed to dog attacks and bites, said Dave Hanson, a customer service supervisor. "Most are from dogs that we've had previous encounters with," Hanson said. Letter carriers who work in Davenport have been pushing aldermen to make the city's dogcontrol law more strict. Their demands have come in the wake of two recent attacks by pit bulldogs.

In 1 one instance, a letter carrier was bitten in the face, and in the other, the carrier almost had a finger severed. The council voted on Sept. 18 to increase fines for owners of dogs that bite and gave animal-control officers more latitude to impound unlicensed dogs that are found running at large. If the dog has not been involved in an attack or a bite, the owner must pay for a license and prove the animal has had all required vaccinations before it will be returned. Aldermen acknowledge that the changes aren't enough and say they want to see additional tightening of the law.

The plan targets mostly external doors, not ones that lead to common areas.

Northwestern to hold homecoming carnival THE REGISTER'S IOWA NEWS SERVICE Orange City, la. Northwestern College will host its homecoming carnival Oct. 5. The annual event will be on the campus green from 9:30 a.m. to noon.

Campus organizations will offer activities, and the Alumni Association will sell cinnamon rolls. Homecoming visitors also can attend the football game against Doane College at 1:30 p.m., tour the campus and enjoy a picnic lunch from 11 a.m. until 1 p.m. The cost for the picnic is $5 for adults, $3 for children age 6 to 12, and free for children 5 and younger. IVOR ROGERS Des Moines Ivor Augustus Rogers, 72, of the 3600 block of Grand Avenue died of congestive heart failure Wednesday at home.

The body was cremated, and a memorial gathering will be held from 3 to 5 p.m. Sunday at the reception hall at 3660 Grand. Mr. Rogers was born in Pueblo, and had lived in Wisconsin and Chicago before moving to Des Moines in 1971. He had owned and operated The Game Shop and had co-founded the Science Fiction Research Association.

He also had founded the University of Wisconsin J.R.R. Tolkien Society. He is survived by his wife, Deborah; and two daughters, Ellen Rogers of Milton, and Beth Rogers of Minneapolis. Caldwell-Raddatz Funeral Home and Crematory is handling arrangements. LILLIAN EPSTEIN Des Moines Lillian F.

Epstein, 83, of the 300 block of Glenview Drive died of of of of of of of of complications of a stroke Friday at Kavanagh House on Grand in West Des Moines. Services will be at 10 a.m. Monday at Temple B'nai Jeshurun, of which she was a member. Burial will be at Jewish Glendale Cemetery. Mrs.

Epstein had lived in Des Moines all her life. She was a homemaker and enjoyed her dog and cooking. She is survived by her husband, Julius; a daughter, Jacqueline Stein of Las Vegas; three sons, Dennis of Phoenix, Randy of Pompano Beach, and David of Des Moines; a brother, Louis Woods of Des Moines; 13 grandchildren; and a great-grandchild. Services will be at 1 p.m. Monday at Stevens Memorial Chapel in Ames, with burial at Ames Municipal Cemetery. Mr.

Yungclas was born in Renwick and had lived in Ames 32 years. He had worked for the Boone and Scenic Valley Railroad and was a deputy sheriff with Eagle Grove and a lineman with the city of Ames before retiring. He was a master model railroader and a member of the Kate Shelley Bridge group, Boone and Scenic Valley Railroad and the National Model Railroad Association. He enjoyed history, movies and model railroading. He is survived by his wife, Margaret; three sons, Allen of Ames, Kevin of Boone and John of San Diego; a daughter, Julie Misenheimer of Cardiff, a brother, James Jr.

of Goldfield; a sister, Joanna Mericle of Worthington, seven grandchildren; and two greatgrandchildren. The family will receive friends an hour prior to the time of services Monday at the funeral chapel. Memorial contributions may be made to the National Model Railroad Association. EDWARD CRISPEN Leighton Edward Crispen, 86, of Leighton died of complications of Alzheimer's disease Thursday at Veterans Medical Center in Knoxville. Services will be at 1:30 p.m.

Sunday at Bates Funeral Chapel in Oskaloosa, with burial at Eureka Cemetery near Harvey. Mr. Crispen was born near Olivet and had lived in Leighton all his life. He was a retired warehouse worker with Pella Corp. and an Army veteran of World War II, when he received a Purple Heart.

He was a member of Veterans of Foreign Wars and enjoyed stock car races and tinkering with motors. He is survived by his wife, Aline; three daughters, Dorothy Swim of Olivet and Beverly Wahnke and Katherine Vande Wall, both of Oskaloosa; a son, John of Oskaloosa; a brother, Lloyd of Trenton, 11 grandchildren; and four great-grandchildren. Friends may call after 10 a.m. today at the funeral chapel. Visitation will continue from 10 a.m.

until the time of the services Sunday at the funeral chapel. Memorial contributions may be made to Alzheimer's Disease and Related Disorders. Moon, 79, of Chariton died of heart and kidney ailments Thursday at Lucas County Health Center there.

Services will be at 1:30 p.m. Monday at Fielding Funeral Home in Chariton, with burial at Humeston Cemetery in Mr. Moon was born in Cambria and had lived in Lucas and Wayne counties many years. He had lived in Chariton since 1958. He had been a truck driver with Standard Oil I Co.

in Lucas County and was a Navy veteran of World War and a member of American Legion, Lucas County Museum and the Senior Citizens Center. He had served on the Lucas County Health Center Board and was an avid lowa Hawkeyes fan. He enjoyed country music and dancing. He is survived by his wife, Beverly; two sons, Gordon of Ankeny and Norman of Chariton; a daughter, Cynthia Archer of Bella Vista, a sister, Jerry Bell of Denver, and eight grandchildren. The family will receive friends from 5 to 7 p.m.

GENE MORRIS McCallsburg Gene Ervin Morris, 81, of McCallsburg died of a heart ailment Thursday at home. The body was cremated, and memorial services will be at 10:30 a.m. Tuesday at McCallsburg Presbyterian Church, of which he was a member.

Burial of the cremains will be at a later date at Warren Township Cemetery in McCallsburg. Mr. Morris had lived in McCalisburg all his life. He was a farmer and had worked in the botany department at lowa State University before retiring. He had served on the cooperative board and been a township trustee and enjoyed restoring Allis Chalmers tractors and other farm machinery.

He is survived by his wife, Margaret; two sons, Darwin of McCallsburg and Alan of Zearing; a sister, Bonnie Malone of Cedar Rapids; seven grandchildren; and three great-grandchildren. Fredregill Funeral Home in Zearing is handling arrangements. PHYLLIS HICKLIN Oskaloosa Phyllis Hicklin, 71, of Oskaloosa died of a heart attack Wednesday at lowa Methodist Medical Center in Des Moines. Services will be at 10 a.m. Monday at Central United Methodist Church in Oskaloosa, of which she was a member.

Burial will be at Springfield Cemetery near Delta. Mrs. Hicklin was born near Sigourney and had lived in What Cheer and Pella before moving to Oskaloosa. She had worked for Pella Canning Co. in Pella before retiring and had served as chairwoman of the Pony Express in Marion County.

She is survived by her husband, Harry a daughter, Julie Followill of New Sharon; a sister, Verna Adams of Sigourney; and three grandchildren. Friends may call after 9 a.m. today at Bates Funeral Chapel in Oskaloosa. The family will receive friends from 6 to 8 p.m. Sunday at the funeral chapel.

Smith, 87, of the 3400 block of 62nd Street, died of complications of a stroke Tuesday at USA Healthcare Center in Urbandale. Services will be at 11 a.m. Monday at Dunn's Funeral Home with burial at Masonic Cemetery. Mrs. Smith was born in Monroe and had lived in the Des Moines area for more than 60 years.

She was a teacher with the Des Moines and Urbandale school systems and gave private piano lessons in her home. Her memberships included First United Methodist Church, United Methodist Women, Acanthus Chapter of the Order of the Eastern Star, Daughters of the Nile, Tri Tat Large, Kappa Kappa Iota-Delta Chapter, Critchetts Piano and Organ Club, Des Moines Women's Garden Club and the Retired School Personnel Association. She enjoyed playing the piano and organ. She is survived by a daughter, Suzi Henkel of Des Moines; two grandsons, Laine H. Henkel of Huntington Beach, CA; and Lance A.

Henkel of Arvada, CO; a great granddaughter, Olivia Rose Henkel of Arvada, CO; a niece, Jacqueline F. Robinson of Monroe and a nephew Douglas Hemphill of Knoxville, TN. She was preceded in death by her husband, Horace "Smitty" Smith, her daughter, Kimberly Kay Smith, her brother, G. Burton Zerley, and her sister, Iris L. Hemphill.

The family will receive friends an hour prior to the time of services Monday at the funeral home. In lieu of flowers memorial contributions may be made to her church or of Central Iowa. Hospice DANIEL RUETH Polk City Daniel O. Rueth, 65, of the 5200 block of Northwest 134th Avenue, Polk City, died Thursday at Iowa Methodist Medical Center of complications of heart surgery. The body was cremated, and memorial services will be at 2 p.m.

Sunday at Stevens Memorial Chapel in Ames. Burial of the cremains will be at a later date. Mr. Rueth was born in Petersburg, and had lived there as a youth. He had lived in lowa most of his life.

He was a farmer and had worked for the Ford garage in Story City and the lowa Department of Transportation in Ames before retiring. He was an Army veteran. He enjoyed car racing, collecting gas engines and attending auctions. He is survived by a daughter, Debbie Dunbar of Rochester, a brother, Douglas of Petersburg, and a grandchild. His companion was Karen Pack of Kelley.

The family will receive friends an hour prior to the time of services Sunday at the funeral chapel. MILDRED OUELLETTE Van Buren, Ark. Mildred C. Ouellette, 77, of Van Buren, died of a heart ailment there Wednesday. The body was cremated, and no services are planned.

Mrs. Ouellette was born in Waynes County, and had lived in Mobile, Minneapolis and Des Moines before moving to Van Buren three years ago. She was a retired waitress with Ryan's in Des Moines. She is survived by a daughter, Mildred M. McGee of Van Buren; five grandchildren; and 12 great-grandchildren.

She was preceded in death by her husband, Larry. Ocker Funeral Home in Van Buren is handling arrangements. Mr. Bell was born in Grand Junction and had lived in the Des Moines area most of his life. He had been an educator in the Adel and Greenfield areas and was a member of Wakonda Christian Church. He is survived by his wife, Betty; four sons, Clarke of New York City, Troy of Fort Lauderdale, Tim of Spencer and Tom of Mason City; a daughter, Cindy Peters of Humboldt; eight grandchildren; and four great-grandchildren. Memorial contributions may be made to his church's summer camp fund.
