The Defense Department would say officially only that it had held correspondence with McGovern. A spokesman acknowledged that the medals had been rejected. Reasons Cited McGovern was not Immediately available but tho WashlnRton- Tlmos Herald quoted him as aaying: "Accepting these medals would imply that I think Truman Is worthy to confer these honors. And I don't think that fellow Is worthy to confer honors on my boys, or anyone's boys. "As far as I'm concerned, this whole thing is a closed chapter.

No presentations arc going to be made because I don't intend to accept anything." The White House declined any comment. The Medal of Honor was awarded to 1st Lt. Robert M. McGovern, 23. of tho 1st Cavalry Division and the Silver Star to his brother, 2nd Lt.

On the other hand. Turner said, 'yesterday as well as on many previous occasions you stated.

Gen. Isleh, that our assertion that you ntend to Increase your military capabilities by building airfields was a misrepresentation and a slander. 'Which statement are wo to believe?" 'No "There Is no contradiction," rlsieh replied. "Installation of 'acllitiea is an internal affair that your side has no right to look nto." 'You have not answered my question," Turner said angrily. "If you have nothing more I suggest we reconvene tomorrow." Broadcasts from both Pciplng and Tokyo Friday stressed that the truce talks have reached a critical stage.

UN headquarters, In a broadcast seamed to Korea, declared the Communists "have lost the battle lor world opinion" and "want airfields more than they want an armistice." Peiplnj? warned that unless the Allies accept "final" Red terms on truce supervision the armistice talks face a "grave crisis." m. Friday. ASIA CONTINUED FROM FIRST PAGE scope of today's meeting was set by the communique covering the discussions. It said the military IcatVjrs would "consider specific measures to strengthen the security of southeast Asia." The nature of these specific measures is shrouded In utmost secrecy. But this much can be gleaned from guidance provided by informed officials here and abroad.

France, represented by Gen. Alphonse Juin, entered the confer- once with this question for tho American and British chiefs: what will you do If Red China Invades Indo-China? The replies are not likely to in elude firm assurances of Immediate and all-out military action by all British and U. S. units which might be spared from Korea. Malaya, Egypt and western Europe.

Gen. Omar Bradley, top U. S. military commander, and British field Marshall Sir William Slim could say, as a starter, they will recommend to their political superiors for any appeal which France might make to the United Nations If China Invades Indo-China. Limited Aid Possible Offers of limited air and naval assistance might be offered hy tho two powers, but only if prompt and positive action wer" taken on the French appeal by the UN.

With the experience of Korea behind them and the stresses of an election year already upon them, no U. S. chief of staff would readily recommend throwing American troops Into another Asian war that mltcht well follow tho course of tho Korean campaign to a military and possibly a political stalemate. Military recommendations for a general caution to be voiced by the UN or through somo less closely Involved nation, preferably Asiatic, might result from today's session. Malaya, to which Indo-China holds tho military key, ts Britain's greatest dollar producer.

Britain recalls with bitterness that this wealthy area was lost in World War 2, when Japan took over Indo-China as a springboard for the victorious drive through Malaya and equally rich Indo-China. U. S. interest In the fate of southeast Asia is dictated by the military strategy for the defense of the western Pacific, by the urgent need to prevent further Impoverishment of Britain and France and by tho prestige that will bo gained In Asia by helping to prevent the further spread of Communism. Anti-Red forces In Indo-China now number about 150.000.

Defenders Well-Equipped The French and Allied troops are now well equipped, largely with heavy weapons from the U. S. Including tanks, artillery and war- plnnos. Two months from now about 30,000 more army troops will have completed their training and bo ready for combat units. Tho Red rebels number from 40,000 to 150,000, Including regulars guerrillas and partisan bands so scattered around the country that the French commander has never boon able to use his numerical superiority and better equipment to full advantage.

U. S. observers in Indo-China havo reported that tho French and Allied forces now havo about all the arms they can use effectively. They fee), however, that a public announcement of more arms aid at this juncture would do something to offset tho blow to popular morale canned by the feared loss of Gen. Do Lattrc.

FIGHTINQ CONTINUED FROM FIRST PAGE no mention of damage to any American plane during the day. Under a new policy United Nations air losses are announced only weekly. Ground fronts were so quiet the heaviest reported action came from American naval guns Thursday. Tho cruiser Rochester, sup ported by the destroyers Collott and Do Haven, shelled Communist troop concentrations near Kosong. That's at tho eastern end of tho snow-covered 145-mile battle line.

To the north two other U. S. Gregory and the an hour long duel with Red shore guns. Destroyer Straddled Pour Communist 75 mm. guns, firing from caves dug In a bluff near besieged Wonsan, dropped 36 rounds astraddle the MasKcnzle.

Tho Navy said neither the crew nor the destroyer was hurt. The destroyers reported at least one direct hit with 300 rounds fired from their own five Inchors. The Friday jet battle over Northwest Korea ran the Allies reported bag for the week to eight MIG-ISs destroyed. The one MIG was the only casualty reported in a 30-mlnute fight between 32 Sabres and "about 43" Red jets. Other Sabres reported thoj tried unsuccessfully, to pick a fight with 50 more MIGs.

Flelschman said home starts would have to drop to a rate of 660,000 a year. In announcing the allocations today, officials said the government lopes by encouraging small-home building and substitution of more plentiful materials, to better the 600,000 figure. One bright spot In the DPA announcement was word that 500 more schools will be started this spring, bringing the total under construction to 2,400. Hospital building will continue at about present levels.

However, DPA said construction of stores, office and public bulld- and less-essential commercial structures will be brought "to a virtual standstill" except in a few areas. Industrial expansion will be slowed also. Structural steel for this purpose Is cut by 40 per cent, required a slowdown even on plant- mlldlng projects already underway. The output of consumer goods like refrigerators and washing ma- hines will bs reduced about 10 per cent. The copper shortage Is hi primary cause.

Makers of household appliances will get about 45 per cent of pre- Korea steel, 22 to 29 per cent of copper and brass, and 30 per cent of aluminum. This compares with present percentages of 50, 35 and 35. St.eply rising military requirements caused the general civilian tightening. The rise In defense demands was concentrated especially on heavily In shell cases and electronics structural steel. To a lesser extent, the "take" of aluminum tor war planes Is rising also.

MILITARY PAY CONTINUED FROM FIRST PAGE man ind add substantially to Its cost. Current opposition to the measure reportedly Is not based on merits, but on the decision to make It the first order of business. There lo llttlo doubt that the bill will be passed eventually. The trouble Is," a high-ranking House member told newsmen, "that many of us don't want to do our first voting of 1952 on a bill that Is going to cost close to one billion dollars. This Is an election year and economy Is going to be thi byword In many congressional contests." Congress would be In a better position to tackle tho bill later, he said, after having at least made a gesture toward economy on some other measures.

Chairman Vlnson (D-Ga) of the House armed services committee said there has been no change In plans to take up tho bill next Tuesday. Supporters of the bill are aware of sorne opposition but doubt there will be enough negative votes to kill It. Bills to benefit servicemen or war veterans normally have clear sailing In the House, particularly In an election year. Relax in a Turkish Bath- Try one at the M. C.
