AND THE WORLD Roscoe Drummond Reports VfET NAM DISSENT DECLINES SAN FRANCISCO The evidence in tiiis part of the country is that President Johnson is consolidating public support behind (he Viet Nam war. The dangers that internal dissension in the U.

S. might force the Administration to pull back or will continue to seriously mislead North Viet Nam are clearly passing. The California Poll, for example, shows a six-point increase in support of the President and there are several reasons which suggest that this upward trend has not reached its peak: 1. There is, I find, a growing awareness that, both militarily and politically, the defense of South Viet Nam is going well, that the Viet Cong can't win. there is a rise of public confidence that we can.

2. Most people now appear to be accepting the view that only increasing military pressure can shorten the war and bring Hanoi to the conference table and, therefore, welcome the more vigorous measures now in progress. 3. By bombing the oil storage installations near Hanoi and Haiphong, the U. S.

is fitting its actions to its words. While these actions do not please hard-core dissenters, they do the one thing most needed to win maximum support for the President's' course: they remove all doubt as to our commitment to do whatever is necessary to halt the aggression. This very removal of doubt about U. S. determination seems to me to be doing more than anything else to reduce public dissatisfaction and consolidate the President's support.

The net effect of all these factors is that dissent, while, still vocal and visible in the usual places, is being contained. Its power to win any wide public acceptance is declining. It is no longer any serious threat to the freedom of action by the Administration. Obviously this does not mean that Americans anywhere in the country are happy about the war. They aren't.

Just the opposite. There are anxieties and fears and hardships and nobody likes them. They explain in Kennedy who can make speeches about Viet Nam without having to make the decisions runs a little ahead of the President in a California Poll showing that in this state both would defeat any Republican opponent, Nixon, Reagan, or Romney, if a Presidential election were held today. The best the Administration can expect is that the issue will be largely nullified by the stronger and well-received course of action by the President.

This will leave the Congressional campaign to be fought mainly on domestic and local issues. On the basis of the present outlook, the indications are that the Republicans will make appreciable net gains in the House enough to force the Johnson administration to give more heed to Republican views and the GOP may well add three to six Governorships to their present total of 17. 1966 Pub. Miklozek Monday to observe the fifth anniversary of the Nationwide Improved Mail Service.
