Clements told the House that his comments were aimed only at Republicans and Democrats who told the voters last fall that they would go to Des Moines and work for lower taxes, not at Democrats who campaigned on their party's traditional platform. "I can appreciate the position of people who are more liberal than myself people that campaigned on maintaining or even increasing government sincere people. But what is disgusting is that type of politician that bears no resemblance to his campaign who simply deceives the people with insincere rhetoric." Qements warned his fellow Republicans that they will be punished by the voters for failing to keep their campaign promises. "The people of Iowa want less government and lower taxes.

We know that. And what we have done to the people of Iowa will come back to haunt us in the next election." By CHARLES BULLARD Representative James Clements, one of the most conservative members of the Iowa House, castigat ed bis fellow legislators Friday for failing to keep their campaign promises to cut government spending. In a biting speech on the House floor, the Davenport Republican accused lawmakers of "deceiving" the people of Iowa by pledging during last fall's campaign to reduce taxes and then voting to raise taxes this session. "How soon the rhetoric of the campaign is forgotten, revealing it for what it really is; pure political drivel designed to deceive and placate the naive masses," said Clements. "We are teetering on the brink of economic disaster.

So what do we do? Raise taxes. That doesn't sound like a fresh new idea. It's the same thing we got from the Democrats. Where are the agencies we've eliminated? Where are the cuts in bureaucracy and regulation?" Survivors include three sons, Dean of Lohrville, David of Alleman, and Mark of Columbus, Ohio; a brother, Harvey Applegate of Lohrville; a sister, Dorothy Reed of Marro Bay, and nine grandchildren. The family suggests that any memorial contributions be made to the American Cancer Society or First Christian Church.

Friends may call after 2 p.m. Sunday at McLaren's Resthaven Chapel. VIOLET LENZ Services will be at 2:30 p.m. today at the Southtown Funeral Home for Violet Lenz, 78, of 3115 S.W. Ninth who died Wednesday while visiting a son in Colorado.

Burial will be at Glendale Cemetery. Mrs. Lenz was born in Nebraska and lived in Des Moines 45 years. She was a member of Park Avenue Christian Church. Survivors include two sons, Vern of Chicago, 111., and Donald of Engelwood, mother, Signey Wisbey of Lincoln, three brothers, Dale Wisbey of Salina, Bill Wisbey and Charles Wisbey, both of Lincoln, three grandchildren, and six great-grandchildren.

JOSEPH D. BONANNO Joseph D. Bonanno, 50, of La Jolla, formerly of Des Moines, died of cancer May 10 in California. Memorial services will be at 7 p.m. Tuesday at St.

Ronald Calder, 41, through his attorney William Kutmus, asked Polk County District Judge Joel Novak to deny a prosecution request for a continuance of his extradition hearing. If Novak had granted Calder's request, he could have quashed the charge at least temporarily. Novak said the request by Kutmus was "rather novel," but still he granted the request for continuance asked by the commonwealth of Puerto Rico, represented by Ron Wheeler, first assistant Polk county attorney. Kutmus had resisted the request for a continuance of the hearing because of what he said happened to him while he was in Puerto Rico in March representing Calder.

"When I was in Puerto Rico I asked the prosecutor for a continuance, and it was not granted," Kutmus said. "Now the state of Iowa, acting for Puerto Rico, is asking for a continuance because the proper extradition papers have not arrived. I resist the granting of a continuance because I think the state of Iowa should treat Puerto Rico the same way Puerto Rico treated me and my client and should refuse to grant a continuance." But Novak granted the continuance and set the next hearing on the extradition warrant if it arrives here for 8:30 a.m. on June 15. Calder is charged with first-degree murder for running over a pregnant woman in Puerto Rico with his car on Jan.

25. He is free on $5,000 bond, set April 24 by Novak. Kutmus said he is fighting extradition because the case "is a political football" in Puerto Rico, and he says his client would not get a fair trial there. Calder, an air traffic controller at the Des Moines Municipal Airport, served as controller at San Juan International Airport in Puerto Rico for 20 months before being transferred here by the Federal Aviation Administration.
