Francis Messerly, 80, of Cedar Falls, a former Iowa state senator and Black Hawk County supervisor, died of a respiratory ailment Saturday at Sartori Memorial Hospital in Cedar Falls. Services will be at 2:30 p.m. Monday at Finchford Community Church near Janesville, of which he was a member. Burial will be at Finchford Cemetery there. Mr.

Messerly was born in Cedar Falls and lived in the area most of his life. He worked in state and county government for 36 years. While in the Senate, he was chairman of the Appropriations Committee. Survivors include his wife, Mary; a daughter, Carol Nesler of Dubuque; a son, Randy of Sarasota, a brother, Robert of Janesville; and six grandchildren. Friends may call after 1 p.m.

Patricia Ann Maxwell, 59, of Truro died of cancer Friday at Iowa Methodist Medical Center in Des Moines. Burial will be at Field Cemetery near Truro. Mrs. Maxwell was born in Iowa City and had lived in Truro several years. She was a homemaker. Survivors include her husband, Richard; three sons, Richard Jr.

Edith M. Skoglud, 80, of Dayton died of cancer Friday at Grandview Care Center there. Services will be at 1:30 p.m. Monday at Emmanuel Lutheran Church in Dayton, with burial at Dayton Cemetery. Mrs.

Skoglud was born in La Salle, 111. She is survived by her husband, Ivan; two sons, Gary of Mount Dora, and Jim of San Francisco; three brothers, Carl Johnson of Dayton, Glen Johnson of Indianola and George Johnson of San Diego; six grandchildren; and four great-grandchildren. Charles W. Morgan, 85, of Colfax died of a circulatory disorder Friday in Prairie City. Services will be at 10:30 a.m. Tuesday at Colfax Presbyterian Church, of which he was a member. Burial will be at McKeever Cemetery.

Services will be at 10 a.m. Monday at First Presbyterian Church, of which he was a member. Burial will be at Newton Union Cemetery. Mr. Popoff was born in Babrova, Bulgaria, and had lived in Newton since 1953.

He was a retired construction engineer for The Maytag a veteran of the Bulgarian army and a member of the Maytag Management and 25 Year clubs, Newton Elks Lodge and the Newton Masonic Lodge. Surviving are his wife, Frances; a son, Dieter of Metairie, a stepdaughter, Glenda Fleener of Upland, seven grandchildren; and two great-grandchildren. Anna A. Bishop, 92, of Guthrie Center died of a respiratory ailment Friday at New Homestead Care Center there. Services will be at 10 a.m. Tuesday at Beidelman Funeral Home in Guthrie Center. Burial will be at 1 p.m.

Tuesday at Fort Dodge Memorial Park Cemetery. Mrs. Bishop was born in Hornick and had lived in Fort Dodge before moving to Guthrie Center 12 years ago. Huxford, 90, of Madrid died of a heart ailment Friday at The Madrid Home, where she had lived five years. Former Housing Secretary Jack Kemp on Saturday blasted the Clinton administration on matters ranging from health care to Haiti, exhorted Republicans to work for a majority in Congress, and artfully avoided details about his own plans relative to the presidency.

Kemp spoke at Iowa State University to help Kemp Eyeon'96? raise money for U.S. Rep. Jim Ross Lightfoot, a Republican who faces a challenge from Iowa Secretary of State Elaine Baxter in Iowa's 3rd Congressional District. Kemp drew applause and laughs from the crowd of about 115 while beating the drum for the laissez-faire economic ideas so closely associated with him. Though he is exploring a run for the presidency in 1996, Kemp declined in an interview to say when he will declare his intentions.

Discussing his plans now would detract attention from next month's congressional election, he said. "Not in '94, I'm not even going to breathe about it in '94," Kemp said. "I don't want to take away from the races in '94, they're too important." A former congressman from New York state, Kemp was an unsuccessful contender for the Republican presidential nomination in 1988. While some think Republican chances for gains in the coming election have been somewhat overstated, Kemp instead said there may be a historic chance for the party to gain control of both houses of Congress. ''Something is brewing out there," hesaid.

"I think we have got a good shot; I think we'll pick up the Senate. I think Bob Dole will be the next Senate majority leader, and he'd make an outstanding one. I think (U.S. Rep. Newt) Gingrich has a shot at being speaker of the House," he said.

Kemp said that by the end of this month he will have campaigned for Republican candidates in 160 races in 35 states. He said the Democratic Party has become "the party of egalitarianism, the party of redistribution of wealth, taxing success, taxing work, taxing the family." 'They shed crocodile tears for the poor, but sometimes I think they love the poor so much they want to keep them poor because of all the votes and all the money they can spend," hesaid. He said failed social policies are to blame for the widening gap between rich and poor Americans. "We have in the inner cities of America a welfare system that is the equivalent of a Third World socialist economy. There's no private property.

It's all public housing. Welfare pays better than working," he said. "The system is screwy, it's stupid, it should be changed," Kemp said. Deere, UAW union continue talks Contract negotiations between Deere Co. and the United Auto Workers union continued Saturday in." East Moline, 111., under an open-ended extension of the talks.

The negotiations affect about 11,000 union members, including 8,100 in Iowa. Possible outcomes include a tentative agreement on a new contract, a strike, or a continuation of negotiations. The old contract originally was to have expired Sept. 30. Deere, based in Moline, is Iowa's largest manufacturing employer.

About 8,100 UAW members work at Deere factories in Ankeny, Davenport, Dubuque, Ottumwa and Waterloo. He was a retired farmer and truck driver and a member of the Seventh Day Adventist Church in Osceola. Survivors include his wife, Alme-da of Newton; a daughter, Erma Cartwright of Monroe; a son, Gary of Mitchellville; a sister, Gertrude McGee of Osceola; five grandchildren; and four great-grandchildren.

Alonzo Lamar Jones, 2-days-old, son of Stacey and Keith Jones of 3900 57th died of a heart ailment Thursday at Mercy Hospital Medical Center. police looking for robbery suspect Police were looking Saturday for a 41 -year-old Des Moines man who they say is responsible for at least two recent convenience store robberies. Willie Conley was suspected of robbing the Kwik Shop at 2930 Hickman Road Monday and the Vickers store at 1443 Second Ave. Oct. 2. A warrant for his arrest was issued Friday.

Detective Brent Curtis said store cameras that caught the robber in the act led police to believe Conley was involved in the robberies, which were part of a recent string of similar hold-ups.
