Average attendance was 12,000 fans per game and TV viewership was higher than the average rating for ESPN summer sports and twice the average for the National Hockey League on ESPN. In 1988, the schedule doubled in length and the league moved into formidable New York and Los Angeles markets. However, serious internal problems with league investors slowed the game's rise to national acceptance.

In 1989, five teams played a shortened schedule in ten cities. Teams from Chicago, Detroit, Pittsburgh, Denver and Washington (DC) played in five neutral game sites, including Atlanta, Sacramento, Cincinnati, Cleveland and Baltimore. After the 1989 season, a decision was made to sell licenses to investors in major markets, thus enabling them to privately own and operate the teams for the first time. Key Rules Regulations of Arena Football THE PLAYING FIELD Played on an indoor padded astroturf surface measuring 198' by 85'. Length of field of play is 50 yards plus eight-yard end zones.

Width of field is 85' from sideline to sideline and 90' maximum from sideline barrier to sideline barrier (half the width of an outdoor football field). In 1992, the league continues to grow, adding five new cities: Sacramento, Phoenix. San Antonio, Charlotte and Cincinnati. For the first time, NBA ownership is involved with Arena Football (in Phoenix and San Antonio).

For the first time, too, the league goes to divisional play and adds an extra week of playoffs. Jim Foster retires as the league's first commissioner and is replaced by former Albany Firebird owner Joe O'Hara. August 1992, Arena Football closed its sixth season with the Detroit Drive beating Orlando Predators before a sellout crowd, 56-38, for their third Arena Bowl Title. The league set a new all-time attendance record averaging 1 2,400 fans per game. In 1993, ten teams will play a twelve-game regular season with three week playoffs.

The Sacramento Attack moved east to Miami, Florida, under the new leadership of Dave Lagerschulte, a Waverly, Iowa, native. Lagerschulte is a partner in the chain of restaurants. In 1993, Arena Football enters its seventh season. Only two other pro football leagues have been around longer (the NFL and the old AFL). The time between play must not exceed 25 seconds (unless stopped by the referee). The game clock will not stop for out of bounds plays or incomplete passes except in last minute of each half. There is a 25-second clock between scrimmage plays. The average elapsed time for an Arena Football game is about 2 hours and 15 minutes. Overtime periods are 7 12 minutes and each team gets at least one possession. MOVEMENTS OF BALL AND SCORING Four downs are allowed to move the ball ten yards for a first down. Six points for a touchdown.

One point for a conversion by place lack after touchdown. Two points for a conversion by drop kick after touchdown. points for conversion by successful run or pass after touchdown. Three points for field goals by placement Four points for field goal by drop kick. Two points for a safety.

KICKING Kickoffs are used to begin the game and the second half and after successful touchdowns, field goals and safeties. Kickoffs are from the goal line with a 1" kicking tee. Field goal attempts by placement or drop kick replace punts. Punting is illegal. A maximum 1" block is allowed on placement kicks.

Missed field goal attempts that rebound off the nets are playable. Kickoffs that rebound off the nets are playable. PASSING Passing rules in Arena Football are the same as in outdoor football, with one exception. A forward pass that rebounds off the net within the field of play is a live ball and is playable until it touches the playing surface. A ball that bounces off the sideline barriers is also playable until it touches the playing surface.
