he wouldn't challenge him. Later, he did. Grandy fired his first campaign manager and later his media consultant. His campaign was staffed by out-of-state operatives. An unconventional Grandy also aired a lot of television commercials early in the race.

"He didn't do a very good job of preparing himself for this race," said Brian Kennedy, the manager of Branstad's campaign. "Once he decided he wanted to be governor, he wasn't sure how he was going to get there and he made many changes in strategy over the course of the campaign." Putting money into television ads early wasted money on voters who weren't paying attention and meant not enough was put into building the grassroots organization needed. While Grandy was Dinned down tendinc his law flag-burning and for calling them "evangelical thought police." Branstad also countered Grandy's attacks. Grandy hammered Branstad for his longevity in office and for mismanaging the state's finances. Grandy also proposed a dramatic tax cut.

Branstad responded by saying it was doubtful he would seek a fifth term if voters gave him a fourth. He said the state's budget deficit was repaid a year ahead of schedule and offered some tax cuts of his own. Branstad also counted heavily on GOP traditions of not ousting incumbents. He profited from a booming economy and the perception that he has worked hard on economic development. Branstad also counterattacked, pointing out that Grandy missed votes in Congress and was somehow suspect because he had an East Coast education and a West Coast acting career.

Zig-Zag Strategy Grandy's campaign suffered from a zig-zag strategy. Grandy first said he was thinking of running, if Branstad didn't run. When Branstad didn't back out of the race, Grandy said er a list of 99 county campaign leaders, Branstad was honing his organization in 2,500 precincts. Early in the race, Branstad identified 300,000 likely Republican primary voters and courted them with a large, grassroots telephone network. In winning Tuesday, Branstad turned back a substantial cross-over threat from Grandy.

Grandy's strategists had calculated they would be unable to win the primary with traditional GOP voters. He asked Democrats and' independents to re-register as Republicans to vote in the primary. County election officials said thousands of Iowans did that, but it was too few to save Grandy. But not all crossovers voted for Grandy. Some polls showed Branstad was getting about half of them.

Religious Conservatives Branstad's victory also underscored the strength of religious conservatives in Iowa. Many members were upset with Grandy for opposing a constitutional amendment to out Gov. Terry Branstad won the Republican primary for governor Tuesday because he ran a textbook campaign, while opponent Fred Grandy fell victim to an erratic strategy. Politicians give Branstad mixed reviews for his performance as governor, but everyone gives him good marks for his ability to campaign. On Tuesday he turned back the most spirited challenge faced by an incumbent governor in a generation.

There were several reasons: Branstad raised more money than Grandy and had more donors. Grandy, by contrast, was virtually out of money in the last two weeks of the campaign and had to pump thousands of dollars of his own into the race to keep it on life support. The governor was better organized. Branstad held control of most traditional GOP leaders and county party officials and those regulars identified and turned out his vote Tuesday. While Grandy was struggling to put togeth- congressional duties, Branstad mounted a six-day a week schedule.

Yet Grandy ran a dogged campaign. He picked up key endorsements from legislative leaders and Iowa Auditor Richard Johnson who starred in a devastating ad criticizing Branstad for not being able to add. Grandy toured the state in a 92-town "Truth in Iowa" tour that helped close the gap at the end. i Hangs On In the county treasurer's race, Brien and Proudfit had criticized Ma- -loney's investment of county money in the Iowa Trust, which collapsed when its manager, Steven Wymer, stole from the trust. The issue lost its' sting when efforts by state officials resulted in the recovery of the principal lost by all Iowa investors.

For many legislative candidates, Tuesday's election was a dress rehearsal for the general election in November, when Republicans and Democrats will compete for control of the Iowa Legislature in 1995 and 1996. Bennett's primary victory sets up a rematch with Democrat Ed Fallon, the incumbent. Jerry Evans, a corrections officer from Pleasant Hill, defeated two other Democratic candidates Gale Juhl and Larry Bedford in House District 66, which also takes in Al-toona and Mitchellville. Jeffrey Lamberti, a lawyer from Ankeny, topped Roger Newman for the GOP nomination in House District 65, which covers parts of northern Polk County. By JONATHAN ROOS i Register Staff Writer Five state representatives all of them Democrats survived challenges from members of their own party in Tuesday's primary election. Three of the intra-party battles involving Democratic incumbents were waged in the Des Moines area: Rep. John Connors, who is seeking a 12th House term, easily turned back the upset bid of Michael Shawn Swagler in District 69, which takes in northeast Des Moines.

Rep. Michael Cataldo defeated, for a second time, challenger Daryl Vims, a former state senator. Cataldo is seeking a second term from Dis-, trict 68, which covers parts of east and southeast Des Moines. Nims also ran against Cataldo two years ago. Rep.

Wayne McKinney of Waukee, a former House majority leader, took a step toward re-election when he defeated Stan Underwood of Adel in District 77. McKinney's Republican opponent is Chip Griffith of Perry. In Cedar Rapids, Democrats chose House veteran Philip Brammer over Steven Rhodes in District 53. Brammer is seeking a seventh two-year term. In another eastern Iowa matchup involving Democrats, Rep.

Dick Myers defeated David Johnson in District 49. Both are from Iowa City. Myers hasn't been an incumbent for long. He won a special election in February to fill the House seat vacated by Robert Dvorsky, a Coral-ville Democrat who resigned to run for the Senate. Other than Griffith, no Republican candidate has stepped forward in the five Democratic-leaning House districts, although candidates still could be chosen at special party nominating conventions.

Senate Battles The departure of incumbents in the Senate one a Des Moines Democrat, the other a Fort Dodge Republican touched off a pair of closely watched primary races. Five Democratic candidates crowded into a race from Senate District 35, which encompasses northeast Des Moines and part of the central city. Dick Dearden, a former Polk County Democratic Party chairman with strong support from labor, emerged the winner. Finishing second to Dearden, a job developer for the Iowa Department of Corrections, was Ruth Anne Gaines. The other candidates were Marty Mauk, George Krumrey and Daniel Flaherty.

They were competing for the seat vacated by Democrat Florence Buhr, who ran for the Polk County Board of Supervisors. Dearden will face Republican Bert Wagoner Jr. in the Nov. 6 general election. Immigrant Wins In Senate District 7, which includes Fort Dodge, Republicans nominated Kim Landuis, a native of South Vietnam who has lived in Iowa 21 years.

She defeated Myron Groat. Landuis, a former teacher and school board member, apparently is the first Southeast Asian immigrant to run for the Legislature. She and Groat, both Fort Dodge residents, were vying for the seat vacated by Sen. Jim Kersten, R-Fort Dodge. The Democratic candidate is Rod Halvor-son of Fort Dodge, who has served eight House terms.
