1 IOC THE PALM BEACH POST FRIDAY, DECEMBER 3, 1999 MSL Camera helps find toddler in fire Teachers stick to early release plan Man charged in 10 -year-old Tampa slaying Vie Associated Press TAMPA Ten years after a gas station cashier was abducted and beaten to death, a man was charged with abducting and killing the woman. Franklin Alfred Smith, 53, of Ruskin was charged Thursday with first-degree murder in the death of Eileen Mangold Mangold, 51, mouthed to a customer, "Help, I'm being robbed," as she was driven away in her car from the Kangaroo Fuel Stop Store in Riverview on Sept. 19, 1989. The next day, investigators found her body near Interstate 75 in Riverview. By Howie Paul Harlnett I'alm Beach Post Stuff Writer DELRAY BEACH City firefighters rescued an month-old girl from a smoke-filled apartment Thursday with the help of the department's new thermal- imaging camera.

While firefighters fought a bedroom fire in one half of the duplex at 234 S.W. 12th Ave. around 7:30 p.m., Lt. Dave Kobrin swept the other half with the $20,000 camera, which shows heat sources such as humans. "I was looking for (fire) extensions and when I was scanning around, something with a white glow showed up," he said.

"It was a trip." The room was filled with smoke, but the girl suffered no ill effects, Kobrin said. "She wasn't even crying," he said. The girl's family was outside the apartment, but officials did not immediately know why the girl was left inside. Her name was not available. This was the first time the camera, which was just put into service last week, has been used during a fire, officials said.

howiehartnettpbpost.com Wednesday to give teachers more time to do paperwork. The CTA wants to test the plan starting next semester. "The decision has been not to agree with this proposal," Richeson said. Now, students are released two hours early one Friday a month. Teachers say attendance on the early release Fridays is poor and parents don't always know when they are.

District negotiators have said the early release days are unpopular with parents, and the time would be better spent on instruction. This year's contract talks have been bitter from the start. After the school board rebuffed 'almost all of the CTA's proposals in October, teachers picketed and have refused to work beyond the Th hours required by their contract. ladyherefordpbpost.com TEACHERS From 1C association's last proposal. The union is asking for a 5.5 percent raise this year, 8 percent next year and 9 percent in 2001-02.

The teachers also want the school board to cover the health insurance increase. The two sides made little progress on the night's other hot topic, planning time. Earlier this week, the district's team offered to give teachers 45 minutes of planning time each day. The CTA's team agreed with the plan in theory, but members said they want to ensure middle and high school teachers will have one entire class period each day for planning. Also, teachers are holding to their proposal to release students an hour early each Area deaths FUNERAL NOTICES '4 i CHRISTOPHER M.
