THE PALM BEACH POST MONDAY, DECEMBER 21, 1987 9B New asbestos rules call for re-inspections Obituaries Pierson, Palm Beach developer Snyder said. "The EPA estimates a cost of $250 per person. The training issue alone could run hundreds of thousands of dollars." Even though it wasn't required, the district's consultants inspected schools built before 1980 for both types of asbestos. Fourteen schools built after 1980 will need inspections. All schools will have to be reinspected under the new rules, though, Snyder said.

"We still have to check again because they (EPA) hadn't set up that protocol for how many samples to take in each area," he said. The district must take between NEW ASBESTOS RULESfrom IB "Our biggest concern right now is the training," Snyder said. The new rule "states that any maintenance person, if he comes into contact with asbestos, needs two days of training. That's essentially 800 people in our system." Under the 1982 rule, maintenance people underwent a two-hour awareness training program. "If you're talking two days of training, you'd be taking a lot of people off the work force, and you still have to have someone to do the job while they're out of their jobs," three and seven samples of any material suspected of containing asbestos fibers, Snyder said.

School officials didn't start full compliance with the 1982 rule until 1985 when the EPA found schools in violation. Within the past 1V2 years, the district has inspected every school for asbestos using the 1982 guidelines. "We hated to see it go this way," he said. "We were just finishing up when they threw new rules at us." Snyder and his co-worker Michael Garcia will take classes at the University of Florida in Febru- ary to meet the requirements, Snyder said. If the district must remove any asbestos, the new rules make it a more expensive task, also.

The rules require the district to use a high-powered transmission electron microscope instead of the phase-contrast microscope they had used. "Using the transmission electron microscope is very expensive," Snyder you do a removal, you need to take five air samples both inside and outside the area of removal. Each sample can run between $250 and $500." The new air-sample method also will take longer than the old meth-. od, leaving areas where asbestos is removed unusable for at least three days while tests are done, Snyder said. Mr.
