Mr. Smith was born in Boone County and lived in Nevada before moving to Des Moines 20 years ago. He retired as a farmhand and as a general laborer for Dyco. West Des Moines. pro- $30 Million Shortfall Budget hole deepens as revenues take a dip By JONATHAN R00S Kkcistkk Staff Wkiter A late-year lag in tax collections is giving state officials another budget headache. Revenues for the first 1 1 months of the current fiscal year are up 5.1 percent compared with the same period a year ago, Dennis Prouty, director of the Legislative Fiscal Bureau, reported Monday.

The projected annual increase is 6 percent. If the 1-point gap remains through June, the state would end fiscal 1992 with a $30 million shortfall, Prouty said. By law, the state can't have a deficit at the end of the fiscal year. But with so little time remaining, the governor has few options to achieve a balanced budget, Prouty said. Gretchen Tegeler, Branstad's chief budget adviser, said the problem is manageable.

There will be no need for drastic measures to cut expenses, said Tegeler, the director of the Iowa Department of Management. She said she expects that in June the state will gain ground on its annual revenue goal and the shortfall will be less than $10 million. Although several adjustments have had to be made in the 1992 budget, Branstad is focusing on the 1993 budget. His recent veto of the sales-tax increase approved by the Legislature left a projected 1993 budget deficit of $175 million or more. Had the sales tax increase to 5 percent from 4 percent been allowed to go into effect June 1, it would have raised about $21 million in the final month of this fiscal year and $274 million for all of fiscal 1993.

Branstad said Monday that he would announce his plans to deal with the projected deficit on Wednesday. The governor is certain to veto some appropriations, and he may call the Legislature back to Des Moines for a second special legislative session. Tegeler said any remaining 1992 budget gap probably could be handled administratively by, for example, forbidding state agencies from spending more money this year on equipment and supplies. She said higher-than-projected lottery profits also would help the bottom line. Tegeler and Prouty said weak corporate income tax collections were partially responsible for the shortfall.

In May alone, total state revenues were down 4.9 percent from last year. Tegeler said the revenue figures look worse than they really are because of the timing of tax collections and other technical factors. He is survived by his mother, Donna Reed, his father and stepmother, James and Mary Jo Reed, and his grandparents, Robert and Darlene DeBolt and Marie Halter-man, all of Des Moines; two sisters, Cindy Reed of Cedar Rapids and Christi Elliott of Des Moines; and a brother, Charles, stationed with the military at McGuire Air Force Base in New Jersey.

The family will visit with friends from noon until service time Wednesday at the church. Memorial contributions may be made to Hospice of Central Iowa. Arrangements are being handled by Hamilton's Funeral Home. Mamie Eula Mae Bell, 71, of 1617 Allison Ave. died of a heart attack Friday at Mercy Hospital Medical Center.

Services will be at 1 p.m. Friday at Union Missionary Baptist Church, of which she was a member. Burial will be in Glen-dale Cemetery. Mrs. Bell, a homemaker, was born in Fulton, and lived in Des Moines 53 years.

She is survived by two sons, Albert Brooks and Henry I. Thomas, both of Des Moines; four grandchildren; two step-grandchildren; and 10 great-grandchildren. Friends may call after 9 a.m. today and until service time at Estes Son Funeral Home, where there will be a wake service and family will greet friends from 7 to 8 p.m. Thursday.

Memorial contributions may be made to her church's building fund. Thomas A. Crellin, 84, of Minburn died of a heart ailment Monday at Dallas County Hospital in Perry. Services will be at 2 p.m. Wednesday at Murdock Funeral Home in Perry, and burial will be at Elmwood Cemetery in Minburn.

Mr. Crellin, a retired farmer, was born in Morris, 111., and lived in Minburn 41 years. He was a member of the Minburn United Methodist Church and Elks Lodge. Surviving are his wife, Esther; a daughter, Norma Hornsby of Minburn; a stepdaughter, Donna Daniels of Earlham; a stepson, Fred Burkhard of Laurel, a brother, Amos of Oskaloosa; two grandchildren; seven step-grandchildren; a great-grandchild; and seven step-great-grandchild. Wednesday at Immaculate Conception Catholic Church in Colfax. Burial will be in Highland Cemetery there. Mr. Maher was born in Colfax and lived in Des Moines 45 years, retiring as a machinist for Deere and Co. Des Moines Works at Ankeny.

He was a member of Visitation Catholic Church and the International Association of Machinists. Among survivors are his wife, Anna; a son, Ray of Ankeny; and a sister, Loretta Proudfit of Des Moines. Friends may call after 1 p.m. today at Highland Park Funeral Home, where the family will receive friends from 6 to 8 p.m. and a wake service will be at 6:30 p.m.

Fred Manning, 64, of Newton died of a heart attack Sunday at Mercy Hospital Medical Center in Des Moines. Services will be at 1:30 p.m. today at Reese Funeral Chapel. Burial, with military graveside rites, will be in Newton Union Cemetery. Mr.

Manning was born in Queen City, and lived in Newton 52 years. He retired in 1990 as a window glazer for Dealers Warehouse, was an Army veteran of World War II and had been a volunteer with Jasper County Volunteer Persons. Surviving are three sons, Jesse Rodriguez of Des Moines, Art Rodri-quez of Newton and Jerry Manning of Monroe; five daughters, Carol Bogart of Newton, Donna Eddy of Mitchellville and Betty Messerly, Marilyn Kannenberg and Bonnie Burgart, all of Des Moines; a brother, Lee of Lancaster, 15 grandchildren; and a great-grandchild. Friends may call until service time at the funeral chapel. Memorial contributions may be made to the American Cancer Society.

Zachariah A. Kupfer, 16, of Children's Habilitation Center, 5900 Pioneer Parkway, Johnston, died there Saturday of complications of Cana-van's disease, a degenerative disorder. The body will be cremated and private memorial services will be Wednesday. Zachariah was born in Ames and was a resident at the Children's Habilitation Center since 1983. He is survived by his mother, Fern Kupfer, who wrote the book "Before and After Zachariah" on the subject of Canavan's disease, his father, Joseph, his stepfather, Joe Geha, a sister, Gabi Kupfer, and two stepsisters, Megan Geha and Katie Geha, all of Ames; and his grandparents, Ruth and Milton Yasser of Lake Worth, and David Kupfer of Long Island, N.Y.

today at Huffman Memorial Chapel. Cremation will follow, with burial at a later date. Mrs. Kelly, a former nurse aide, was born in Calhoun County and lived in Slater before moving to Lake City in April. She is survived by two daughters, Mary Patch of Indianola and Bonnie Johnson of Arlington, Texas; a son, Everett Johnson of Ankeny; and three grandchildren.
