He said they discounted both women's testimony as evidence of prior criminal activity by the defendant and his cousin. But the arrest wasn't for drunken driving.

Juno Beach Police Sgt. H.C. Clark said eight officers who checked 416 cars at the roadblock on SR A1A north of Donald Ross Road Thursday afternoon issued 25 tickets and arrested one person wanted for a misdemeanor. The city was the first in the north-em part of the county to participate in a countywide effort to catch drunken drivers. Riviera Beach and Tequesta also plan to set up barricades at undisclosed locations.

Most of the tickets issued during the two-hour roadblock were for equipment violations. Even though no drunken drivers were picked up, Clark said the department considers Thursday's "trial run" a success and a model for future checks. "The main purpose of this was coor- dination. That's why we held it in the afternoon," Clark said. "The next one will be at night, probably 10 p.m.

to 2 a.m., and we'll probably catch more drunken drivers then." Several drivers attempted to elude officers by heading in the opposite direction when they saw the roadblock. But that didn't work. The Education Practices Commission permanently revoked the license of Wilhelmena Webber, a 29-year school veteran fired in January 1983 from her job as principal of West Riviera Beach Elementary School.

The Palm Beach County School Board found her guilty of seven counts of misconduct, insubordination and incompetence. In January, the 4th District Court of Appeal upheld the School Board's decision. On Thursday, the committee also revoked for three years the teaching certificate of a Lake Worth High School teacher who was fired last fall after being accused of retail theft. Ceasar Allen completed a pretrial intervention program that kept him from going to court on the charge. But because Allen's theft allegedly involved cooperation with a former student, thereby violating the teacher's code of ethics, the Education Practices Commission deprived him of his certification.

The commission's action came eight days after the Palm Beach County School Board rejected Allen's plea for reinstatement to his former job as physical education teacher. The board accepted the recommendations of an administrative hearing officer and Supt. Tom Mills. School Board attorney Abbey Hair-ston said Allen's recourse, on both the firing and the revocation, is to file an appeal with the district appeals court.
