PAGE 8 Police Delivery Of Notices Saves Manpower Here Rhinelander's newly adopted practice of having city police offleers deliver notices to property owners whose sidewalks require repair or replacement is a common procedure in most other citles in Wisconsin. it was pointed out today in answer to complaints a about the system. William L. Frederick, director of public works, who is charged with the program of sidewalk struction and repair, explained that state, law 'requires personal delivery such notices to propcrty owners. Thus the mail service con not be utilized, Frederick said.

'Police officers nsked 10 make the deliveries as agents for the city, not ax law enforcement officers. Frederick pointed out. of. ficers can make the deliveries during the course of marina) patrol work and thus save manpower. for otherwise somno city employe would have to be taken off his regular job to clo the delivery work.

"Most of the complaints we receive about the antices of required sidewalk repair OT' replacement concern the delivery of the papers by police officers, Frederick stated. "Proporty owners should understand that the officers are forming such work aS egotiti for the city, and their neighbors should realize that such a function for uniformed officers is quite normal anast cities of Wisconsin." The notices Are the: standard typr which inform property owners they must have the necessary sidewalk work completed within 30 days of the notice. If the: work 15 not done. the public works de. partment will perform the job and thie cost will br assesed to the property owners.
