That's when the movie is most compelling with its brilliantly photographed aerial sequences. But once the action-adventure about young United States Navy pilots lowers its landing gear, the ground becomes considerably shakier.

Top Gun is the third major film release by mega-producers Don Simpson and Jerry Bruckheimer. Like their phenomenally popular hits Flashdance and Beverly Hills Cop, this movie reinforces the duo's reputation for making glitzy package deals. It has everything its predecessors had a driving musical score, a popular star and, by the looks of its sold-out South Florida previews, a guaranteed audience eager to absorb its simply formulated dramatic values. Tom Cruise stars as young ace pilot Lt. Pete Mitchell, known to his friends and superiors as "Maverick" because of his independent, hotshot style at the controls of an F14 "Tomcat" jet.

As Top Gun opens, Mitchell flies through a rather unorthodox confrontation with a Russian fighter jet. Mitchell is warned by his commanding officer not to fire until fired upon, but the pilot's just dying to use his trigger finger. So he gets real close and shoots a picture of them instead. That kind of bravado is what Top Gun is about. And for Mitchell's splashy display he and his Radar Intercept Officer Lt.

Nick "Goose" Bradshaw (Anthony Edwards) are awarded a berth at Fighter Weapons School, known as Top Gun among naval flight circles. That's where Mitchell meets and romances a glamorous astrophys- -ics professor nicknamed Charlie (Kelly McGillis). But that's not all the story. As could be predicted, the in a Bird of Prey, a starship of the villainous Klingons. Talking about the Bird of Prey came under the category of "set" questions, so Takei revealed that the crew of the recently destroyed tarship En erpnse set out to re- turn to Earth aboard the Khngon vessel.

While this may seem a likable tale of ail-American guts and good-natured hijinx, some vital parts are missing from Top Gun's slickly aerodynamic structure. British director' Tony Scott (Ridley's brother) has a hard time keeping the film's strong individual components from overtaking the controls.

The music, a blaring soundtrack by composer Harold Faltermeyer (he also was responsible for Beverly Hills Cop's soundtrack), is loud and striking. The characters represented by McGillis and Cruise are visually attractive. And the film is edited in a way that the audience has little time to reflect on the action. Scott, whose filmmaking background was in advertising before he made The Hunger, displays no understanding of his characters or his audience. He presents a string of events and character cameos that are colorful and fun to watch, but which never require any intellectual participation by the audience.

Part of the blame falls on the script written by Jim Cash and Jack Epps Jr. They display an insultingly small opinion of their audience, providing viewers with little chance to evaluate the characters and action on their own. Dialogue which could convey a lot about these characters has been pared to a minimum. So has the set up and motivation for most of the film's action. Nowhere is this more apparent than in the film's Rocky-like finale when Mitchell and a Top Gun buddy "Iceman" (Val Kilmer of Top Secret) face the red-clad enemy in sions or have your physician call.
