Inc. and had been a member of Izaak Walton League. Among survivors are his wife, Linda; a daughter, Chelsea Tideback, his parents, Bill and Phyllis Tide-back, a sister, Linda Punelli, and three brothers, Steve Blanchard, Craig Tideback and Pat Tideback, all of Des Moines. The family will visit with friends from 5 to 7 p.m. today at Westover Funeral Home.

Rounds was born in Crow Wing County, and moved to Des Moines in 1921. He retired as an electrician for Armstrong Tire and Rubber Co. Richard F. Keller, 61, of 485 N.E. 43rd Ave. died of cancer Wednesday at Mercy Hospital Medical Center. Services will be at 10 a.m.

Surviving are his wife, Alice; a daughter, Denise McChesney, and three sons, Steve Keller, Michael Ed-gington and Rich Keller, all of Des Moines; and five grandchildren. The family will visit with friends from 6 to 8 p.m. today at the funeral home. William W. Irvine, 88, of Boone died of a heart ailment Wednesday at the Evangelical Free Church Home.

Services will be at 10:30 a.m. Saturday at Stark-Welin Funeral Chapel, with burial in Linwood Park Cemetery. Mr. Irvine was born in Luther. He owned a Texaco gas station, Irvine Auto and Appliance and a Culligan soft water outlet.

He was an Army veteran and a member of Central Christian Church and Boone Elks Lodge. Surviving are his wife, Leora; a son, Gary, and a brother, Clifford, both of Boone; a sister, Mabel Dawson of Janesville, and a grandchild. Ruth J. Allard, 83, of Granger died of pneumonia Monday at Mercy Hospital Medical Center. Private services were held at Ontario Cemetery in Ames. Mrs. Allard, who retired from the food service department at Fridley Hall at Iowa State University, moved to Granger Manor Care Center from Boone two years ago.

She is survived by a son, Richard of Ames; three daughters, Esther Morck of Coolidge, Sandra Erickson of Story City and Shirley Childress of Van Meter; 18 grandchildren; and 19 great-grandchildren. Saturday at Hamilton's Funeral Home, and burial will be in Murray Cemetery. Mr. Reagan was born in Murray and lived in Des Moines most of his life, retiring as a railroad engineer. He was a member of Clifton Heights Presbyterian Church and the Brotherhood of Locomotive Firemen and Enginemen. Surviving are his wife, Pluma; a daughter, Shirley Stokka of Des Moines; three grandchildren; and 10 great-grandchildren.

He retired from Lounsberry Realty and Insurance and was a charter member of Ames Moose Lodge. Summer floods at Ledges State Park near Boone left up to 8 feet of silt, damaged unusual rock formations, washed out trails and killed walnut trees but Department of Natural Resources officials hope to restore much of the popular area. Michael Carrier, administrator of parks; recreation and preserves for the agency, said the lower park, along Pea's and Davis creeks and the Des Moines River, "looked like a battle zone" after water from Saylor-ville Reservoir receded. The situation was compounded by three "cataclysmic" storms that washed silt down creeks into the park, Carrier told the Iowa Natural Resources Commission at a meeting Thursday in Spirit Lake. Impassable A crew of 100 volunteers from the U.S. Air Force Academy in Colorado helped clean up the park Oct.

15-17, Carrier said, but it may be some time before the area is usable again. Several bridges and fords are impassable because the creek beds were raised several feet by siltation, he said. Silt and sand has been removed from roads, but large expanses of sediment remain. They will be re-graded, then seeded, Carrier said. At least 86 walnut trees were damaged or killed and have been marked for a possible timber sale.

Several portions of sandstone canyon walls have collapsed, Carrier said, but geologists have revised earlier fears that freezing and thawing could bring even more damage. The Air Force Academy volunteers cleaned mud from shelter houses, Carrier said, but surrounding silt and flood damage could limit use of the buildings. Greater Than Expected Although some damage to the park was predicted after the U.S. Army Corps of Engineers built Saylorville Reservoir in the 1970s, the frequency and severity of flooding are greater than expected, Carrier said. What's more, the situation could worsen as the reservoir fills with sediment and its capacity is reduced, he added.

In other matters Thursday, the commission: Told director Larry Wilson to negotiate with the Sac County Board of Supervisors to protect public access to Black Hawk Lake near Lake View. Mary Joan Clausen of Lake View said county officials plan to move about 1,700 feet of road away from the lake, effectively giving the lake-shore property to BlackHawk Lake Development Inc. Commissioner Douglas Smalley of Des Moines conceded that the state has no direct authority in the dispute, but he called for county officials to consider the importance of the rOad to people who like to drive, fish, hunt or otherwise enjoy the lakeshore. Wilson agreed to discuss the matter with the board of supervisors. I Approved an operating budget of about $60 million for each of the two years.

The board will ask Iowa Legislature for about $12.4 million annually, with most of the I remaining money coming from fish tand wildlife licenses and taxes and federal sources. Agreed to ask for $8 million for Resources Enhancement and Protection program, compared with this year's $7 million allocation. Proposed simplified rules to allow most people who own land along lakes or rivers to build docks without a state permit. A permit would be required only if the dock did not meet state guidelines.
