It is a measure that would benefit only the greater business firms relieving them of a great expense and would benefit the small firms and the private individual but a modicum, I believe that the newspapers and periodicals should have a show by cutting out the present "zone system," and establishing a straight rate of postage doubling the old rate of one cent a pound if desired, but putting matters so that the general public might be catered to as it should he. Let that be done, rather than cutting in half the present first-class rate and then, allow the parcel post to have a better show. When all that is' done if there shall be a surplus of receipts over expenditures let 'em work on letter-postage.
