According to hospital administrator Charles Wil-lingham, the fourth-floor in one dormitory houses 35 tuberculosis patients and the fourth-floor in a second one houses 40 convicts. He said 75 of the facility's patients also attend classes on the fourth floor. But Willingham said he isn't worried.

Each building meets "life safety codes," he said, and also contains fire doors and posted exit routes. "As far as I can tell we have no problem," he said. Residents of the South Sea Islander condominium, a seven-story building on Lantana Road at the Intracoastal Waterway, are equally fearless. "We've got one of the safest buildings around," said L.A. Browneller, president of the 31-unit condominium.

He pointed out that the building had fire hose connections on the bottom floor, and said that enclosed stairwells at either end of the building were concrete. But Town Administrator Robert Cameron said "there is a potential for loss in high-rises." Despite that, he added, the town cannot afford the $500,000 cost of a longer ladder. Hoping to keep the guered line running, the state plans to provide it with promotional fuel. "We're hopeful.

We're giving it the best shot we can within the time we've got," said Shirley Tellander, a spokeswoman for the Florida Department of Transportation. The state Legislature, which spent $1.8 million on the train line in the first 18 months, can only continue giving Amtrak tax money for Silver Palm if passenger fares support 60 percent of the costs by the end of the second year. That date is Nov. 21, and it looks like the Silver Palm won't be coming in on time. The train has rarely carried more than 100 passengers since the Tam-pa-to-Miami run began in November 1982.

Worse, revenues have never reached even half of the operating expenses. By May of this year, the average portion of the monthly expenses paid for by fares equaled about 40 So, for the state to keep shoveling money into the engines, the number of riders will have to increase by 50 percent.
