According to the Florida Citrus Department, purchases for the week which ended Dec. 6 were 1,694,000 gallons, up from 1 ,566,000 last year. William H. chief engineer of Pratt Whitney's research and development center on Beeline Highway, has been awarded the Air Force Association's Gen. Lewis H. Brereton Award for his "outstanding and significant contribution toward a standing aerospace defense of the United States. Brown received the award in Fort Lauderdale for directing development of Pratt Whitney's J-58, the world's first Mach-3 jet engine.

TwinJ-58 engines power Air Force's YF-12A interceptors and SR-71 strategic reconnaissance aircraft, believed to be the fastest and highest-flying aircraft in the world. The YF-12A holds nine major world flight records, including a closed course speed of 2,070 miles per hour. Under the 50-year-old American Selling Price legislation certain chemicals imported into the United States are assessed for duties on the basis of the price for similar products in the United States. The legislation, which has the effect of sharply increasing the duties for certain benzenoid chemicals and rubber products, stands as a symbol in Europe of American protectionist influences, even though the value of trade affected is not very large.

In the spring of 1967, when America and EEC officials were struggling over a formula that would liberalize trade in chemicals, the EEC, joined by Britain and Switzerland, urged the abolition of the American Selling Price. The American negotiators pointed out this was the prerogative of Congress. To show good faith that the best efforts would be made to get Congress to act, the American negotiators agreed that the United States would make a tariff cut of 50 per cent on chemicals in return for only a 20 per cent cut by the EEC and other industrial countries. If the American Selling Price were repealed, the others would lower their chemical tariffs by the full 50 per cent. As additional two European nontariff barriers would be reduced.

The EEC would lower road taxes, which discriminate against big American cars. The British would loosen their system of preferential treatment of tobacco from commonwealth countries, which could help American tobacco exports. The idea was to give Congress an incentive to repeal the American Selling Price. It is in the U.S. interest to get the additional chemical tariff cuts by the Europeans.

This is why the N'ixon administration requested the EEC to keep the agreement alive for one more year. A similar request was made at the end of 1968 by the Johnson administration. Columbia National Life Insurance 249 Royal Palm Way, Palm Beach, filed a registration statement this week with the Securities and Exchange Commission in Washington for one million shares of Class A common stock to be offered at $5 a share. Proceeds from the sale are to be added to working capital of the firm, which was formerly the Sunbeam Life Insurance Co.

The registration statement noted that no underwriting costs are involved. Selected security salesmen are to receive a 14 per cent selling commission. Stocks Gain Again In 'Burns Rally' (c) New York Times NEW YORK The stock market's "Burns rally" piled up further gains yesterday morning although some of the buying enthusiasm simmered down in later trading. Prices on New York Stock Exchange scored their second solid gain of the week as investors and traders continued to respond to comments by Arthur F. Burns, the incoming chairman of the Federal Reserve Board.

In a Senate hearing Tuesday, Burns posed the prospect of easier credit conditions "under normal conditions." He also expressed the hope that the Nixon administration's new budget would allow the Federal Reserve to reconsider its policies on credit restraint. To Wall Street, which has been laboring under the effects of the tight money policies for the last year, the comments by Burns were the most cheerful news in quite a long while. Investors responded with a flurry of buy orders that produced a 5-to-l ratio of advances over declines in the first hour of trading. The margin narrowed as the session continued but winners still led losers by 996 to 408 at the close. The Dow-Jones industrial average, which rocketed 13.86 points Thursday, moved to an early gain of 8 points, eased off in mid-afternoon, then firmed again.

At the close, it was up 6.07 points, at 789.86, for a net gain of 3.17 points for the week. The average fell almost 17 points in the first three sessions of the week, touching a 1969 low of 769.93 Wednesday. The New York Times combined average added 4.28 points, to 448.27. The exchange's composite index rose 0.42 point, to 51.00. and Standard Poor's 500-stock index rose 0.77 point, to 91.38.

The trading activity ran well ahead of Thursday's pace in the first hour, when prices were at the highest levels of the day, then lagged behind later in the session. Total turnover for the day was 15.42 million shares against 15.95 million Thursday. DeSoto, which headed the most active list, had a block of 159,000 shares included in its turnover of 162,200 shares. It closed at 28V4, down l'A, after hitting a low of 28 on the big trade. H.H.

Robertson was a surprise feature, soaring 7'2 points on a delayed opening block of 145,000 shares at 29'2. It closed at 26V, up 4'2, on total trades of 151,000 shares. Three local Coca-Cola Bottling Co. executives are winners of parent company awards as a result of a sales contest last summer. Floyd Schlechty, Coke sales manager-Pahokee, won a one-week, expense paid trip to Nassau for showing sales increases up to 37.7 per cent over 1968 figures.

Larry Carson, Coke sales manager-West Palm Beach, won $500 for placing second in the Gold Coast Division, which covers bottling companies in West Palm Beach, Fort Lauderdale, Miami, Coral Gables, Homestead and Key West. And, because his sales managers placed first and second, West Palm Beach Plant Manager Phil Arvidson is to receive a set of four sterling silver goblets and matching serving tray from Coca-Cola President Paul Austin.
