For years Miami's independent UHF-TV stations have routinely advertised in the West Palm Beach market, and yet none of their signals have ever really penetrated much past the Broward-Palm Beach county line. The exception, of course, was the old WCIX (Channels 6 and 33) signal that originated in South Miami but was retranslated northward via a tower in Fort Lauderdale. The signal also was carried by several of the local cable companies, but when WCIX (which was Licensed as a VHF station) lost user rights to Channel 33's UHF frequency penetration earlier this year, the station also lost most of its Palm Beach County market. Now the people who took Channel 33 away from WCIX WBFS-TV, Channel 33 are claiming to be "Florida's new Super Station," and there are some in this area who would dispute that claim. Loudest among them is probably Murray Green, vice president and general manager of Palm Beach County's own independent UHF station, WFLX-TV Channel 29.

In an industry newsletter circulated to advertising agencies, TV writers and people like that, Green suggests: "Up until fairly recently, the FCC had strict rules and regulations concerning claims that could be made with coverage maps. These rules no longer exist and, perhaps, that's one of the few unfortunate things that deregulation did for us (an advertising sales map distributed by Channel 33) purports to show that the soon-to-be station will reach from well below Miami to a central point in Palm Beach County. An accompanying coverage map indicates that the station will extend north of West Palm Beach. That's incredible! "No mention is made of antenna height. Please tell me how you can tell the true antenna facts without discussing the elevation of the antenna.

We all know that only with height can you gain distance. There is no reason to believe that Channel 33 will have any more reach or impact in Palm Beach County than has WDZL (Channel 39), and if you live in Palm Beach County and try to receive Channel 39, you undoubtedly have signal degradation in most places if you receive it at all." Green raises some interesting points, so I called WBFS general manager Doug Knight for a comment. "We have two other stations in Houston and Dallas and one of the things our company has always prided itself on is delivering what it promises," he I didn't firmly believe we were going to have a receivable signal up there in your market I wouldn't be spending the enormous amounts of advertising dollars I have in The Post. "Our engineers both corporate as well as locally have come up with those signal strength contours and I'm sure they must have some sort of scientific basis for their projections. That still makes us 25 percent stronger coming off the tower and the center of radiation on our antenna is 924 feet off the ground, whereas Channel 39's is somewhat lower 100 feet or so, I believe." Knight insists that such skepticism is healthy, though, because so many other stations have made the mistake of initially promising something they ultimately couldn't deliver, so he has no qualms about potential viewers and advertisers adopting a "wait and see" attitude. Although it won't be of much help in this market, Channel 33 is a "must carry" signal on the Dade and Broward cable systems, which will ensure it receives maximum exposure in most if not all of South Florida. "We've received written assurances from all the local cable franchises that they'll be carrying our signal from Day 1 (projected to be. Dec.

9) and we plan on offering South Florida a strong alternative to network programming," Knight said. If, indeed, Channel 33's signal penetrates most of Palm Beach County, it should be interesting to see what that does to local programming patterns particularly in the area of off-network syndication rights. A good clue will come Wednesday or Thursday when the station begins running test signals over the air. In recent months there has been considerable backroom grumbling among program managers that Channel 33's overly aggressive bidding techniques have driven the cost of syndicated programming far beyond what some people think should be paid in a market this size. WBFS clearly has come to South Florida with a deep pocket and if the station can back up its early campaign promises with quality programming, it could definitely make a dent in Palm Beach County's potential audience.
