Patrick J. Lucey, Democratic candidate for governor, told Rock County Democrats last night. He said the GOP- dominated state government has deceived state residents and led to "fiscal irresponsibility and fiscal deception in the present state budget." "The overwhelming property tax burden imposed upon the Wisconsin property taxpayer stems from confused and regressive fiscal priorities of the Republican-dominated Lucey said. Cites School Aids Speaking at the Democrats' monthly meeting, Lucey said the Legislature has failed to provide school aids "necessary to sustain quality education in Wisconsin," thus shifting the burden of supporting the schools onto local taxpayers.

"The Wisconsin citizen has traditionally placed great value in his educational system, but now is not getting adequate support from state government," Lucey said. "When the state fails to meet its responsibilities to its citizens in an area which is of such importance to them as education, these costs are inevitably picked up in the local property tax." Lucey cited statistics which he said illustrate the impact of rising property taxes in Rock County. "In 1966, Rock County paid some $1,5 million in property taxes and in 1969 the estimated amount which its residents have been forced to pay is officially $27.6 million. 'Budget Cuts Deceiving' "This amounts to a doubling in property taxes in just four years," Lucey said. "Certainly if the present upward trend continues much longer, the property tax in Wisconsin will become confiscatory, if it is not already so." Lucey blamed the local tax increase on the GOP budget, which he said has "led to this outrageous escalation in the property tax burden in Wisconsin." "The idea that Republican budget cuts have saved money for the Wisconsin resident is decrptive," Lucey said. He accused the Repuolicans with avoiding responsibility for financing educational costs.
